DESCRIPTION and RESPONSIBILITIES

SAS Water Science Analytical Lead Consultant

The client is seeking a full time Senior SAS Analtyical Lead to work with our client.
The Water Quality/Resiliency (WQR) Resource will be the full-time, analytic lead and developer for a SAS team supporting “super users” from various client “water offices”.
The team will help identify use cases to be realized using SAS software tools and code; incubate ideas; and enhance use cases in support of client objectives.
The consultant must have excellent communication skills and must be able to communicate about the techniques developed and results of analysis both to executives and other analysts in the organization.

Water Science Experience QUALIFICATIONS – ESSENTIAL:

• Experience with water treatment or work in a water laboratory
• Knowledge of Water Quality standards and regulations and Water Treatment functions
• Familiarity with water quality and environmental standards on the client level
• Experienced analyzing statistical data on water quality samples
Understanding of EPA rules and regulations regarding water safety
• Knowledge of water quality allowable levels.
• Understands standards for potable and non-potable water
• Reviewing and evaluating water quality monitoring data and determine compliance with the Drinking Water Regulations
• As assigned, perform sanitary surveys and other inspections of public water systems
• Oversee regional water quality monitoring program; tracking, logging contaminants, determining compliance with the various rules (RTCR, Inorganics, Radionuclides, etc)
• Prepare and maintain total coliform sampling plans
• Perform technical reviews of water quality monitoring reports
• Manage the database for public water supply inventory, bacteriological water quality monitoring data, lead and copper monitoring data and violation and enforcement actions
• Experience analyzing chemical, bacteriological, and physical water tests and data
• Analyze and interpret data results from the most complex bacteriological, chemical, physical, and microbiological examinations of water


QUALIFICATIONS – ESSENTIAL

• Undergraduate degree in biological or environmental sciences, or analytical chemistry or equivalent degree
• Will be required to use SAS Tools to produce work and deliverables across the entire data analytics lifecycle from data management and prep to modeling and data visualization.
• Should be able to implement uses cases based on requirements from DEP and advice from other team resources to accomplish DEP goals and objectives based on data-driven analysis focusing on:
o Evaluating trends in current and historical water quality
o Driving the protection of water quality in sensitive areas
o Prioritizing impaired waters for action
o Identifying and determining impacts of regulatory changes on water quality
o Understanding how treatment facilities impact water quality
o Correlating restoration projects and water quality improvements
• Will help develop and participate in training and Knowledge Transfer Sessions offered to DEP in support of adopting SAS tools and work products
• Review and provide quality checks on SAS deliverables
• Prepare data mining data sets for modeling and forecasting
• Develop an understanding of the client’s data environment and how that applies to developing predictive models; that is, analyze and determine what data is available and necessary to create desired data mining model(s), to include reviewing available data sources and identifying appropriate variables (existing, or to be created) for the models.
• Develop SAS programs to access data from various sources (e.g., reading in data sources and producing datasets suitable for SAS analytics); this will most often include data preparation, analysis and predictive model development.
• Interpret statistical model results into business insights and presents findings to management.
Provide on-going tracking and monitoring of performance of decision systems and statistical models.
• Ability to write SAS/SQL statements to store, retrieve, manipulate, integrate, validate, and summarize data.
• Be proficient in Base SAS programming (DATA step), SQL programming (i.e., use of SQL pass-through or PROC SQL), as well as the SAS Macro language for use in making code more efficient.
• Good written and spoken communications skills in English and thought-leadership skills.

MAJOR RESPONSIBILTIES/ACTIVITIES:

As part of the SAS team, the consultant will help identify use cases to be realized using SAS software tools and code; elicit requirements for the use cases; scope the level of effort to program each use case; program in SAS to create the use case; create documentation explaining work performed; incubate ideas; enhance use cases in support of DEP objectives; provide peer coaching on how to use SAS Tools associated with the use cases.

Note :

40 hours per week
Remote mostly – would plan for 10 times onsite (for 3 days in a week) throughout the year.
