Job Description


The Business Analyst serves as a liaison between the state agencies and the client team and provides technical recommendations and solutions to meet user needs, including those needs demanded by transitioning to PALM.
This role has expert knowledge of client travel policies, as well as travel management system capabilities.
This role interprets technical business requirements, assists with business process redesign and documentation as needed for changes in system functions, including developing communications and training materials and conducting training sessions.

Qualifications and Experience:

College diploma or university degree in business, commerce, or information technology with Business Analysis Certification with at least five (5) years of experience, or the equivalent in education and experience.
Experience in operations/process engineering development and maintenance.

Support Analysis and Problem Resolution

A. Serves as the liaison between the customer community (internal and external customers) and the vendor’s support and development teams.
B. Critically evaluates information gathered from multiple sources, reconciles conflicts effectively, transforms high-level information into details, and creates support strategies and troubleshooting methodologies.
C. Develops requirements and specifications according to standard templates, using natural language.
D. Identifies the implementation team’s strengths and weaknesses and suggests areas of improvement.
E. Proactively communicates and collaborates with external and internal customers to develop help desk cases and provides the following documentation as needed: Issue Cases, Test Cases, and Problem Resolution Reports.
F. Collaborates with external stakeholders, agency personnel, and the vendor to ensure support issues are resolved satisfactorily

Analysis and Solution Definition

A. Elicits requirements using interviews, document analysis, requirements workshops, surveys, site visits, business process descriptions, use cases, scenarios, business analysis, as well as task and workflow analysis.
C. Critically evaluates information gathered from multiple sources, reconciles conflicts effectively, transforms high-level information into details, abstracts up from low-level information to a general understanding, and distinguishes user requests from the underlying true needs.
D. Develops requirements and specifications according to standard templates, using natural language.
E. Proactively communicates and collaborates with stakeholders to analyze information needs and functional requirements and provides the following documentation deliverables as needed: Functional Requirements, Business Requirements, Use Cases, Test Cases, and Interface designs.
F. Evaluates underlying assumptions for the implementation plan and challenges the vendor and client business units on their assumptions of how they will successfully execute their plans.
G. Collaborates with solution designers, Agency IT personnel and subject matter experts to complete development tasks.
H. Provides input for project planning to accomplish projects goals within constraints such as time, cost and agreed quality standards.

Change Management

A. Ensures issues are identified, tracked, reported on, and resolved in a timely manner.
B. Works with customers, including PALM team, to identify issues and potential system changes.
C. Communicates needed changes to vendor development team.

Training and Documentation

A. Develops of training materials.
B. Develops system process documentation.
C. Ensures issues are identified, tracked, reported on, and resolved in a timely manner.
D. Documents system code base and enhancements.

Technical Recommendation and Testing

A. Leads testing efforts.
B. Ensures issues are identified, tracked, reported on, and resolved in a timely manner.
C. Works with client personnel to identify required changes.
