Position Overview



The client is seeking a Product Owner contractor (labor category Senior Web Agile Product Owner/Project Manager, Level 3) for Web Services to conduct and provide Product Owner responsibilities as defined by the Agile SCRUM process. This includes analysis, management, support, and other activities related to web capabilities and website/application development. Assist in developing standards, documentation/reports, processes, and analysis on technologies necessary for successful product/project execution. Review legacy products and research new technologies for potential replacement activities. Lastly, the Product Owner would support the development of management dashboards and metrics reports for tracking progress.

Provide support in analysis and reporting of web-related activities and projects throughout the Software Development Life Cycle. Communicate and present complex and/or technical information to a broad range of audiences, including creation of presentation materials. Provide content management or user support to MCL offices on various products or websites, to include the ability to train staff and create training materials. Assist managers with information collection for objective decision-making regarding Directorate operations to include project management, product development, and Change Management.

Product Management and business support functions include but are not limited to development of project artifacts such as project plans, requirements specifications, communications plans, risk matrices, operating procedures documents, and test plans. Drafting and tracking performance metrics, data collection plans, and maintaining outreach and communication mechanisms for Key Stakeholders. Contractor will have demonstrated capability to provide other project and business support functions as required for the tools utilized at the client.

GENERAL RESPONSIBILITIES
Work effectively and collaboratively with colleagues on assigned projects and activities.
Follow client Information Resources Agile SCRUM Methodologies processes and best practices.
Manage high visibility web products and services for client customers
Operate as a Product Owner in an Agile development team in cooperation with Designers, Developers, QA Testers, and other project roles
Perform as a Project Manager for major initiatives and feature development
Project Management tasks include but are not limited to: conducting business analysis, orchestrating user focus groups and surveys, organizing user acceptance testing and quality assurance testing, and gathering customer and stakeholder product requirements
Provide business analysis, evaluation, and consultation of existing products and services, and assist Product Services management in the development of new customer products and services in support of organizational strategic objectives
Provide project management guidance and assist in developing project standards, processes, and documentation necessary for successful execution of web projects
Maintain designated project documentation for assigned products and services
Advise and instruct project teams and project managers on process improvements to promote efficient project delivery and adherence to processes and standards (e.g. Change Management, Risk Management, and BCDR frameworks)
Work independently and employ effective time management

SPECIFIC RESPONSIBILITIES
Support product management activities related to web capabilities and website/application development.
Perform website Product Management activities to include gathering customer requirements, providing solutions for implementation and support the process of delivering the customer's request.
Analysis of product activities to include user needs, emerging technologies, industry applications and tools, Accessibility/508 compliance, and directorate processes.
Support the management of project risks and quality assurance to include identifying and performing quality tests.
Develop and maintain proper records and documentation for assigned products.
Define and maintain product performance metrics, tracking and reporting.
Work effectively and collaboratively with Web Services colleagues on assigned projects.
Follow client Product management standards, governance processes and best practices to include Accessibility/508 compliance guidelines.
Maintain professional relationships with customers, management, colleagues and deliver high-quality customer service.
Work independently and employ self-management skills to organize and handle multiple priorities and learning curves.
Research, analyze and make recommendations on administrative, managerial, and procedural practices and other complex business problems. Analyze, evaluate and integrate business processes and procedures.
Ability to handle multiple competing and changing priorities for a wide range of tasks.
Organization and attention to detail. Ability to adapt to differing management styles and deliver accurate and timely work.
Create dashboards and metrics for the different Agile teams;
Guide Agile teams to employ the Sprint methodology or the Kanban methodology as appropriate for Agile work processes; assist teams in employing the appropriate dashboards and harness potentials from each one of these.

MINIMUM QUALIFICATIONS
Minimum of 4 years’ experience as a Product Owner or Project Manager with experience working in an Agile environment as a Product Owner (or Project Manager)
Ability to translate functional business requirements from customers and stakeholders into detailed tasks for Design and Development teams
Communication skills, both verbal and written with a desire for collaboration and mentorship
Ability to learn new technologies quickly; broad knowledge of key Web technologies, Content Management Systems, and User Experience best practices
Knowledge of and ability to apply effective design principles and to communicate complex and detailed information to management
Skilled in presenting product updates to a wide range of audiences and technical levels, from customers to senior management and in creating visual presentations and writing user documentation
Ability to research, analyze and make recommendations for improvements on administrative, managerial, or procedural practices and other complex business problems

SPECIFIC QUALIFICATIONS
The candidate should possess knowledge of ClickUp or Jira for product management web technologies, and web content management systems (CMSs) such as Drupal (preferred) or Wordpress.
Ability to assess verbal and written communications from key stakeholders and customers and demonstrate excellent verbal and communications skills.
Ability to work with various project tools such as Excel, Word, PowerPoint, MS Project, and Visio (Service Now or BMC Remedy a plus).
Strong knowledge of Jira to create dashboards and other tools to assist in the management and tracking of work processes via tickets created.
Ability to work with Web CMSs (experience with Drupal a plus) and collaborative/tracking systems.
Possess problem solving and verbal/written communications skills.
Maintain poise and professionalism in all customer and vendor communications (written and verbal).
Adept at multi-tasking in a fast-paced, high-profile environment and quickly adapt to new technologies and priorities.
Equally comfortable working on a project team as well as independently.

Notes:
Required to work on-site 40 hours per week. The normal work hours are 9 am to 6:00 pm, Monday through Friday, with an hour for lunch.
