Azure DevOps Software Engineer & Administrator
Position Summary
We are seeking an Azure DevOps Engineer & Administrator to support mission criticalgovernment systems and cloud modernization initiatives. This role isresponsible for architecting, securing, and maintaining Azure DevOps and GitHubEnterprise environments, implementing CI/CD automation, and ensuring compliancewith commonwealth security frameworks. The ideal candidate has deep experiencewith Azure DevOps tooling, GitHub administration, and secure cloud operationswithin regulated environments.
Key Responsibilities
Azure DevOps & GitHub Enterprise Administration
Administer and optimize Azure DevOps Services (Boards, Repos, Pipelines, Boards, Artifacts, Test Plans).
Configure branch policies, security groups, service connections, and agent pools.
Ensure compliance with governance, auditing, and security best practices.
Monitor system performance, troubleshoot issues, and optimize DevOps workflows.
Provide extensive assistance to the projects to reach to the Azure DevOps Maturity level
Administer GitHub Enterprise Cloud or Server, including organizations, repositories, teams, permissions, and client integrations.
Implement governance policies, repository standards, and secure branching strategies across both platforms.
Manage RBAC (Role-Based Access Control), access reviews, audit logs, and compliance configurations aligned with the client identity and security requirements.
Support migration efforts between Azure DevOps and GitHub when required.
Collaborate with cybersecurity teams to support ATO processes, vulnerability remediation, and continuous monitoring.
Azure DevOps - CI/CD Pipeline Engineering
Design, build, and maintain secure Manual and YAML based CI/CD pipelines in Azure Pipelines and GitHub Actions.
Integrate automated testing, code scanning, artifact management, and approval workflows aligned with the client change control processes.
Integrate pipelines with Azure services such as App Services, AKS (Azure Kubernetes Service), Functions, SQL, Key Vault, and Storage
Implement reusable pipeline templates, workflow automation, and environment-based deployment strategies.
Collaboration & Support
Work closely with development, cloud engineering, cybersecurity, infrastructure, and program teams to support modernization initiatives.
Provide guidance on DevOps best practices, Git workflows, and automation strategies.
Provide guidance and assistance for GitHub, GitHub copilot
Provide technical, mentor junior engineers, and contribute to DevOps standards and documentation.
Lead troubleshooting efforts for complex pipeline, infrastructure, and deployment issues.
Support onboarding of new teams and projects into Azure DevOps.
Document processes, standards, and operational procedures

Skill - Required / Desired - Amount of Experience
Experience in Azure DevOps as both developer and administrator - Required - 5 Years
Proficiency in Azure DevOps Services and Azure cloud administration - Required
Hands on experience administering GitHub Enterprise (Cloud or Server) - Required
Expertise of CI/CD best practices, branching strategies, and DevOps methodologies - Required
Proficiency in Git and branching strategies - Required
Solid understanding of
Infrastructure as Code
(Terraform, Bicep, or ARM). - Required
Experience with scripting languages such as PowerShell - Required
Experience supporting systems in regulated or compliance driven environments. - Required
Strong documentation and communication skills. - Required
Microsoft certifications (AZ 400, AZ 104, AZ 305) - Highly desired

Notes:
FT role - 40 hours per week - Work hours are 8:30 AM to 5 PM, Monday through Friday, minus Commonwealth holiday. Work hours include a 1-hour lunch break (start time and length of lunch may be negotiable).
Telework: This position is eligible for part-time telework. For the first 3 months the resource is required in the office every Wednesday and Thursday (8:30-4:30 - 30 min lunch). After that the in-office requirement is at least 1 day monthly (first Wednesday of each month).
Additional days in the office may be required based on work and meeting activities and the telework schedule may be modified at any time.
