Job Description
This business analyst will be responsible for facilitating the communication with IT staff and business customers to assist in the development, implementation, and support of a multi-year, multi-phase enhancement project as well as quality control and testing web applications developed in the Child Care Child Welfare (CCCW) section with the client.
The business analyst will understand business objectives and problems and identify alternative solutions. Working with the PM, the incumbent will manage the process of taking business requirements and translating them into technical requirement that, technologists will use drive requirements to design. The incumbent will also perform quality assurance (QA) testing as releases are moved from system testing to QA testing environments, as well as being a liaison between the business user acceptance testers to report bugs back to the technical team. The Business Analyst is also expected to provide excellent customer service through numerous collaborative working sessions by driving and facilitating requirements gathering meetings or assisting in UAT testing processes with the customer. The individual coming into this role must have strong communication skills and be a team player because they will be working so closely with the entire technical project team and will have involvement with business area partners. Knowledge of client programs, prior experience with the client CARES system and familiarity with the client application systems, procedures, and development standards is highly preferred and familiarity with the client application is a plus.

Prior use of requirements tools and experience/demonstrated knowledge of how they may interact with applications used for management of bugs, issues, testing, design and development
Ability to quickly understand business drivers, model existing processes and facilitate and guide business constituents to developing future state requirements, rather than solutions
Adaptability and flexibility when working with multiple clients with varying degrees of knowledge and ability/availability to participate. In other words, ability to be creative in helping clients provide the requirements and detail needed
Experience in a large scale, multiple constituent organization to understand and anticipate change management, training, support, and overall operational handoffs needed
Familiarity with the BABOK, or certifications offered through the International Institute of Business Analysis is preferred
Reviews, analyzes, and evaluates business systems and user needs
Formulates systems to parallel overall business strategies
Experienced with business process reengineering
Experience with business process mapping and workflow diagrams
Collaborates to prepares solution options identify risk
Evaluate software development procedures used to verify that programs function according to user requirements.
Evaluate program output and reports for accuracy and policies and procedures for quality.
Review new or modified application/functionality, including documentation and specifications, to determine if final solution(s) will perform according to user request and conform to guidelines.
Recommend improvements or corrections to development team.
