The client is looking for Business Analyst/Consultant
• Under the general direction of the Section Manager of the client Section, this position is responsible for defining and implementing the business process changes that must be made to the CWW, W-2 and related programs information systems in relationship to changes in program policies and procedures, federal reporting, financial reporting, program monitoring, contracts, and audits. The position is also responsible for writing operation memoranda to explain to the client workers what is changing, how the associated new functionality will work and how the worker should enter information.
• The Information Systems Business Automation Specialist for the CWW, W-2 and related programs is responsible for identifying and creating system business requirements for system changes needed because of new federal law and regulations, state law or administrative rules as well as W-2 and related programs policies.
The changes will need to be incorporated into the major information systems that support W-2 and related programs, including:
• Client Assistance for Reemployment and Economic Support (CARES)
• CARES Worker Web (CWW)
• Client Work Programs
• ACCESS
• MyACCESS and
• New systems needed to carry out program functions.
• This position manages all aspects of major comprehensive information technology projects for CWW, W-2 and related programs on behalf of the Employment Program Business Area (EPBA). This includes ensuring that all phases of the software development life cycle are completed according to the needs of the business area, and all other project management responsibilities including documenting decision making, briefing bureau, division, and department management on the status of projects, resolving conflicts between project partners, communicating with stakeholders on complex topics, and post-implementation tasks.
• As a program area liaison, this position works on projects with other bureaus within the client (planning and budget), as well as the Secretary's Office. The position also works extensively with other Departments, such as the client and its technical staff to ensure coordination of its programs/initiatives with BWF. Incumbents in this position must use their knowledge and experience to assist the Section's employees and other experienced Program and Policy Analysts in their day-to-day duties.
Qualification - Desired Experience
• Leads automation activities, including but not limited to analyzing IT business systems; requirements gathering, writing technical documents such as operational memos and help text, metrics, checklists, user guides and manuals - 8 years
• Lead and perform user acceptance testing, scenario creation and defect identification and tracking. - 8 years
• Evaluates system development procedures used to verify that programs function according to user requirements and conform to establishment guidelines - 8 years
• Acts as a liaison between business/program areas and IT developers and IT project managers. - 8 years
• Facilitates meetings relating to IT/IS maintenance, enhancements or projects as well as participate in such meetings as a subject matter expert on behalf of the business/program area - 8 years
• Experience with one or more of the following client Systems. CARES Worker Web (CWW), CARES Mainframe, ACCESS, MyACCESS, MMIS, Client Work Programs, or BRITS - 2 years
• Recommends program improvements or corrections to programmers/developers in the client. Identifies differences standards - 5 years
The qualifications for this position
• Reviews, analyzes, and evaluates business systems and user needs. Writes operation memoranda and help text for the client workers to learn how to use new functionality. Formulates systems to parallel overall business strategies. Experienced with business process reengineering and identifying new applications of technology to business problems to make business more effective. Familiar with industry standards, current and emerging technologies, and business process mapping and reengineering. Prepares solution options, risk identification, and financial analyses such as cost/benefit, ROI, buy/build, etc. Develops RFPs.
• Business Analyst/Consultant capabilities with 5-8 years of experience in the field or in a related area. Relies on experience and judgment to plan and accomplish goals. Independently, performs a variety of complicated tasks. A wide degree of creativity and latitude is expected.
