BEP Accountant (Certified Public Accountant)

2.1 Certified Public Accountant with 5 years minimum experience working with state or federal government agencies.
2.2 Understanding of the Randolph Sheppard Act and its federal regulations under 34 CFR Part 395
2.3 Understanding of the client Business Enterprise Program and its state laws and regulations under Wis. Admin. Code Ch. Wis 60, Wis. Stat. Ch. 47, and Wis. Admin. Code § ADM 2.12
2.4 Experience assisting individuals with vision loss with the development of monthly profit and loss statements and related financial information.
2.5 Experience developing large print documentation for individuals with vision loss.
2.6 Experience analyzing profit and loss statements and developing and sharing analysis of findings.
2.7 Experience collecting and maintaining monthly and annual financial information.
2.8 Experience developing annual financial reports.
2.9 Ability to regularly meet to discuss and review financial documents and information.
2.10 Experience speaking and presenting during large-group meetings.

Assist with changes to a standard program Profit and Loss Statement template in consultation with and approved by the State Licensing Agency (SLA).
Follow procedures for the collection and data verification of monthly Profit and Loss Statements in consultation with the SLA.
Analyze monthly Profit and Loss Statements and develop invoices based on the submitted information from licensed operators. The total number of BEP Licensed Operators may increase overtime, but obtaining a program license takes several months and advanced notice would be provided if an operator were added.
Submit monthly set aside invoices to BEP Licensed Operators
Collect monthly set aside payment from BEP Licensed Operators within 30-days of operators' invoice receipt.
Ensure monthly BEP Licensed Operator set aside payments to client . Payments shall be sent to client  Finance as directed by the SLA.
Collaborate with the BEP Director to develop and maintain program reporting.
Work with client Finance to track outstanding set aside invoices.
Provide recommendations to the BEP Director for BEP Licensed Operator fiscal performance improvement plans.
Monitor BEP Licensed Operator's fiscal performance improvement plans as directed by the BEP Director.
Ensure all communication and documents are compatible with assistive technology products, e.g., large print, high contrast, compatible with screen readers e.g., JAWS.
Participate in meetings with the BEP Director on an as needed basis
Participate in financial-related agenda items of the monthly Elected Committee of Blind Vendors (ECBV) meeting.
