Job Description

Position Overview:
We are seeking an experienced Technical Project Manager to support client's first cloud migration initiative. This fixed-term project focuses on transitioning operational data, documents, and records to an Enterprise Data Lake on AWS cloud infrastructure to support citywide analytics, data discovery and public transparency. The Project Manager will work closely with the Data & Analytics team and would be responsible for delivering this transformation from planning through implementation, ensuring minimal disruption to government services while maintaining compliance with regulations and public sector requirements. Success in this role requires strong project management expertise, stakeholder management skills, and the ability to coordinate technical implementation within government frameworks.

Key Project Responsibilities:
Project Planning & Execution
Develop and maintain comprehensive project plans for the cloud data initiative, including detailed work breakdown structures, milestones, and deliverables
Create and manage the project schedule, identifying critical path activities and dependencies across IT workgroups and impacted departments
Establish project governance structure, including steering committee meetings, status reporting, and escalation procedures
Define and track project KPIs and success metrics
Support development of a project budget, including resource allocation and vendor costs using cloud native tools such as AWS Budgets and AWS Budget Reports
Implement risk management strategies and maintain risk/issue logs with mitigation plans
Create and execute the change management and communication strategy

Stakeholder Management & Communication
Coordinate between IT Divisions to align priorities and sequence migration activities
Facilitate regular steering committee meetings with key stakeholders
Provide clear, concise project status updates to various audience levels
Manage vendor relationships, including AWS and implementation partners
Lead change management initiatives to ensure smooth transition and user adoption
Document and communicate project decisions, dependencies, and impacts

Technical Coordination
Work with technical teams to validate migration approach and methodology
Coordinate technical readiness assessments
Oversee the development of migration runbooks and procedures
Ensure proper documentation of technical decisions and configurations using client-provided platform
Manage the testing and validation process for migrated content
Coordinate training programs for end users and system administrators

Compliance & Governance
Ensure project adheres to any relevant regulations and government procurement processes and policies
Maintain alignment with public sector security and privacy requirements
Coordinate with legal and compliance teams on public records requirements
Document and track all necessary approvals and signoffs
Work with the Data & Analytics Team to establish governance processes for the new cloud environment

Required Qualifications
Project Management Experience
5+ years of project management experience, with at least 3 years managing large-scale technical projects in the AWS cloud
Proven track record of delivering complex migration projects on time and within budget
Experience with project management methodologies (Agile with an emphasis on Scrum, Kanban or Hybrid)
Strong expertise in project planning, risk management, and stakeholder communication
Experience managing projects with budgets exceeding $500,000
Background in managing technical implementations within regulatory frameworks

Technical Knowledge
Understanding of cloud computing concepts and migration strategies
Familiarity with AWS cloud services and migration tools
Basic knowledge of content management and file storage systems
Understanding of security and compliance requirements for government systems

Professional Qualifications:
Bachelor's degree in a relevant field
Project Management Professional (PMP) certification required
ITIL certification preferred
Agile certifications a plus
