Position Overview:We are seeking an experienced Technical Project Manager to support client's first cloud migration initiative. This fixed-term project focuses on transitioning operational data, documents, and records to an Enterprise Data Lake on AWS cloud infrastructure to support citywide analytics, data discovery and public transparency. The Project Manager will work closely with the Data & Analytics team and would be responsible for delivering this transformation from planning through implementation, ensuring minimal disruption to government services while maintaining compliance with regulations and public sector requirements. Success in this role requires strong project management expertise, stakeholder management skills, and the ability to coordinate technical implementation within government frameworks.Key Project Responsibilities:Project Planning & ExecutionDevelop and maintain comprehensive project plans for the cloud data initiative, including detailed work breakdown structures, milestones, and deliverablesCreate and manage the project schedule, identifying critical path activities and dependencies across IT workgroups and impacted departmentsEstablish project governance structure, including steering committee meetings, status reporting, and escalation proceduresDefine and track project KPIs and success metricsSupport development of a project budget, including resource allocation and vendor costs using cloud native tools such as AWS Budgets and AWS Budget ReportsImplement risk management strategies and maintain risk/issue logs with mitigation plansCreate and execute the change management and communication strategyStakeholder Management & CommunicationCoordinate between IT Divisions to align priorities and sequence migration activitiesFacilitate regular steering committee meetings with key stakeholdersProvide clear, concise project status updates to various audience levelsManage vendor relationships, including AWS and implementation partnersLead change management initiatives to ensure smooth transition and user adoptionDocument and communicate project decisions, dependencies, and impactsTechnical CoordinationWork with technical teams to validate migration approach and methodologyCoordinate technical readiness assessmentsOversee the development of migration runbooks and proceduresEnsure proper documentation of technical decisions and configurations using client-provided platformManage the testing and validation process for migrated contentCoordinate training programs for end users and system administratorsCompliance & GovernanceEnsure project adheres to any relevant regulations and government procurement processes and policiesMaintain alignment with public sector security and privacy requirementsCoordinate with legal and compliance teams on public records requirementsDocument and track all necessary approvals and signoffsWork with the Data & Analytics Team to establish governance processes for the new cloud environmentRequired QualificationsProject Management Experience5+ years of project management experience, with at least 3 years managing large-scale technical projects in the AWS cloudProven track record of delivering complex migration projects on time and within budgetExperience with project management methodologies (Agile with an emphasis on Scrum, Kanban or Hybrid)Strong expertise in project planning, risk management, and stakeholder communicationExperience managing projects with budgets exceeding $500,000Background in managing technical implementations within regulatory frameworksTechnical KnowledgeUnderstanding of cloud computing concepts and migration strategiesFamiliarity with AWS cloud services and migration toolsBasic knowledge of content management and file storage systemsUnderstanding of security and compliance requirements for government systemsProfessional Qualifications:Bachelor's degree in a relevant fieldProject Management Professional (PMP) certification requiredITIL certification preferredAgile certifications a plusEssential Skills:Exceptional organizational and planning abilitiesStrong leadership and influence skillsExcellence in stakeholder management and communicationAbility to manage multiple priorities and deadlinesExperience in change management and organizational transformationStrong documentation and reporting capabilitiesPreferred Qualifications:Public Sector ExperiencePrevious experience working with government organizations preferredUnderstanding of government procurement and approval processesFamiliarity with public sector compliance requirementsExperience navigating government organizational structuresDeliverablesThe Project Manager will be responsible for delivering:Comprehensive project plan and scheduleMonthly stakeholder updatesWeekly status reportsRisk and issue management logsChange management and communication planMigration runbooks and proceduresTraining and handover documentationNotes:RemoteVIVA is an equal opportunity employer.
