Description:This position reports to the Chief Compliance Officer. This position provides oversight and guidance as the Special Education Services at the client State Hospital (ASH). Duties include monitoring and improving services to patients; planning, developing, organizing, implementing and evaluating the special education programming for patients who qualify for special education services ensuring the required state and federal guidelines as established by the client Department of Education and the U.S. Department of Education and the Individuals with Disabilities Education Act (IDEA) are met; preparing and implementing program curricula; facilitating learning outcomes. Performs other related duties as assigned.JOB DUTIES:Plans, develops, organizes, implements and evaluates special education services programmingReviews records for all patients who are under the age of twenty-two (22), who have not graduated from high school, and determine special education eligibilityConducts interviews and administer educational evaluation and assessment appropriate to the patient’s educational needsDevelops an IEP and curriculum for qualified patients to meet the patient’s identified educational needs in accordance with IDEA guidelines.Implements individualized educational curriculum and programmingEstablishes appropriate goals and objectives for each patient that qualifies for special education services based on current level of educational functioningDocuments results of the educational evaluation, goals and objectives, educational progress of patients in the health record according to the client’s administrative policy and procedureParticipates in treatment planningProvides support and education to teaching staffMaintains patients’ education records and Nueva Vista School District data with state and federal special education laws and requirements of the client Department of Education.Completes required reporting necessary for funding and management of special education servicesThe candidate will be working 1-5 hours a month, and needs to be available when needed for guidance and adviseKNOWLEDGE, SKILLS AND ABILITIES:KNOWLEDGE OF: Principles of staff and patient development; the learning process with special emphasis on special needs and developmental areas; various disabilities and their instructional implications; trends in patient development and strategies and methods; behavioral theory and practices within an in-patient hospital setting; working knowledge of education programs strong understanding of IEP development and legal mandates; knowledge of administrative and management theory and practices within the mental health/psychiatric field.SKILLS IN: Organization, research, development, implementation and evaluation of educational needs, educational lesson plans as assessed; overseeing budget and procurement procedures; use of a variety of audio-visual equipment and other related training aids; computer skills proficient to allow for preparation of own materials, including completion of reports and use of Power Point presentations as needed.ABILITIES TO: To organize and plan a variety of educational programs for inpatients; to maintain effective working relationships with diverse educational backgrounds and experience; to supervise and provide technical oversight to contract teachers. To supervise other personnel.
