Job Description
The HRIS team within the client, Enterprise Application directorate is seeking contractor support from Infor or a Certified Infor Partner that can meet technical requirements as described below. The Technical Consultant (developer) will provide consulting services (on a time and materials basis), detailed below for enhancements and modifications as required for the continued implementation and changes for ACA (“Affordable Care Act”), Self Service functionality and offerings, as well as other development efforts detailed below for Infor S3 applications, EMS/MSS 10.x.
The HRIS business unit utilizes version 10.x of the Infor Human Resources and GL Suite S3 application software for the purpose of managing payroll processing, benefits administration, human resource, personnel management, and accounts payable for the Client Staff and Members. The Infor HRIS system is a multi-tiered, client-server application consisting of web-enabled portal, application logic, and an SQL relational backend database.
The activities to be completed during this procurement effort are in support of updates or changes to the requirements in order to meet the Affordable Care Act (ACA) as determined by the IRS for customizations detailed in section 3 as well as development associated with (but not limited to) Staff and Member Employee Self Service enhancements, IPA, custom reports and any 4GL or web customization or application functionality offered at the client in on-going support of Legislation changes functionality requirements, offerings, enhancements, and lifecycle upgrades.
RESPONSIBILITIES
The client requires technical development consulting services on a time and materials basis to perform the following responsibilities:
IRS required enhancements to the Affordable Care Act (ACA); updates to existing coding as well as the skills to provide IRS documentation on Employee Self Service. Modifications and updates to existing ACA custom 4GL program coding and reports used in processing Member and Staff IRS reporting,
Creation of required IRS reporting xml files for initial data files as well xml files created for “corrections” processing,
Modifications and updates to existing ACA custom LBI program code and reports used to create paper IRS forms through MHC application,
Develop web solutions for any new requirements for Leave and Hours worked.
Ensure all web code functions on all supported browsers,
Review, troubleshoot, and develop web code as necessary in support of requests by the client customers or new legislation,
Modify or design, build, and test any web or 4GL existing custom programs or modifications required as on-going support of the client processes and legislation,
Review, troubleshoot, and develop solutions for any client existing custom programs or modifications currently using LBI (Lawson Business Intelligence/Crystal), Process Flow/IPA or Design Studio, and
Assist with testing, validation, and data comparison and SDLC of all implementations indicated in this SOW.
QUALIFICATIONS
The proposed consultant will require the following qualifications:
Comprehensive knowledge of the Affordable Care Act (ACA), specifically IRS reporting requirements and changes for 2022 reporting period. (Client is not able to use Infor delivered programs for ACA reporting and must use a custom solution).
Extensive 4GL coding experience for custom programming, calculations, and reports
Extensive XML, Javascript, C#, HTML and CSS, Design Studio, LBI and IPA experience.
Experience with MHC to deliver paper 1095 documentation
Comprehensive knowledge of full Infor HRIS and Financials S3 Applications Suite version 10.x, including Infor Employee and Manager Self Service, Absence Management, and Accounts Payable.
Experience with Infor HRIS S3 table structure, SQL database and Infor Security (ISS)
Demonstrated skills in reviewing and assessing existing customizations and developing enhancements to functionality as requested. (For example, for the Staff, the client has built a custom leave entry, leave approval system, hours worked, and OT calculation system. The custom application is deployed via Employee and Manager Self Service and interfaced with Infor delivered “LP” (Absence Management), “HR” (Human Resources), “PR” (Payroll) applications.
Demonstrated skills in reviewing and assessing needed customizations and developing enhancements to functionality as requested for Employee and Manager Self Service.
Experience with Public Sector Clients, specifically Federal Government preferred
Experience with Federal Benefits, including interface and custom coding for the Affordable Care Act (ACA) or FEHB (“Federal Employee Health Benefits”) preferred
Experience and comprehensive knowledge of Infor OS.
Experience and skills to ensure customizations function on all latest browsers (IE, Chrome, Firefox, and Safari on PCs and MAC).
Direct access to Infor Extreme and/or Infor resources for support when needed
TASKS AND DELIVERABLES
The Consultant shall prepare documentation and perform the following tasks, including:
Analysis of new IRS requirements for updates for each modification,
Validate and provide feedback on proposed modification design,
Write code based on IRS requirements in correlation the client business processes,
Update functional and technical specifications documentation for each project/program per requested using tool including 4GL, LBI (Lawson Business Intelligence/Crystal), Process Flow/IPA, web development or Design Studio,
Document approach, modified files/tables, data source mapping, and migration strategy,
Create test plans and scenarios,
Unit test expected and actual results, and
Weekly Status Reports with detailed tasks complete and progress reports.
