Job Description

Description of Project

The client is seeking one full-time resource to support the Educator Licensing System. Client is looking to make the Educators System fully integrated with all the applicable components, which today function as independent systems, some of which are reaching end of shelf life due to outdated technology and vendor support. The disjointedness of the various components have made the overall Educator Licensing System ineffective and cumbersome to maintain as well as made usability with the public difficult.

At a high level, the resource will assist the client in modernizing, consolidating, and enhancing the Educator Licensing System by:

Eliminating Aging Components
Replacing the licensing PLD document repository with a formal document management system
Providing online services for all application types and permission requests that were not implemented in the current Educators system
Eliminating or greatly reducing paper processing
Moving the licensing workflow from PLD to Educators backend system.

Sample Tasks


Provide leadership for program/project
Provide strategic vision and thinking with focus on outcomes
Create clear and attainable project/program objectives and deliverables
Work with business to collect new requirements or business use cases as well as update existing ones
Manage Risk Register, Issue log, and Decision log for client DevOps Transformation
Provide support to the CBTO and client Leadership Team related to the client DevOps Transformation
Provide support to the business users, IT partners, and report updates and status to leadership
Assist with support and vendor management
Coordinate work and activities with Product Owners and client DevOps Team
Create clear and attainable project/program requirements
Manage program/project constraints of cost, time and scope
Form close links with team members and stakeholders
Provide knowledge transfer

Minimum Qualifications

Five (5) years’ experience Program/Project Management role working in an IT organization of at least 60 team members
Five (5) years’ experience in Business Analyst or business support role

Desired Skills


Expert facilitation skills with large groups to collect business requirements
Demonstrated proficiency in translating business requirements into technical specifications
Demonstrated experience and proficiency in developing online portal applications
Certified Business Analyst Professional - International Institute of Business Analysis (CBAP - IIBA) certification
Certified Scrum Master (CSM) certification
Demonstrable leadership ability
Ability to direct & manage program/project development from beginning to end
Ability to define program/project scope, goals, and deliverables in collaboration with project sponsors and stakeholders
Ability to estimate program/project resource requirements and participants needed to achieve goals including changes during where necessary
Ability to identify and manage program/project dependencies and critical path
