Job Description

A. Program background
The client, Economic Development and Local Government programs, including Office of Broadband Equity and State Broadband Office (SBO), the Clean Buildings program, the Public Works Board and many others require custom and vendor developed business applications to support their work.
These program areas will significantly increase the number of requests for development of business applications/solutions and support of vendor developed solutions. This will include developing automated processes and functions to capture, store, manipulate, analyze, manage and present data in various ways. In support of these requests IS:
Migrated software development processes to MS Dev/Ops for version control, progress reporting, requirements management, project management, automated builds, testing and release management capabilities.
Set MS Dev/Ops as client’s standard software development suite
Uses the Angular framework and AG Grid as standard tools for software development
Set standards for User Interfaces (UI) designs to provide a common look and feel of all Client business solutions and improve the user experience
Set goals to change screens, to the maximum extent possible, to be compliant with the Americans with Disability Act (ADA) and Web Content Accessibility Guidelines (WCAG) Compliant.
Established documentation standards for software development projects
System integration with Secure Access Washington (SAW) and Active Directory

Minimum requirements:

Requires a minimum level of experience of five (5) years of custom application development with Angular Framework and Microsoft’s SQL Server databases, five (5) years of experience developing business applications for client, including experience integrating business solutions with Secure Access client and Active Directory Single Sign On (SSO), and one (1) year of experience developing energy, economic or local government custom IT business systems.


The Information Services Application Development team lacks the capacity in the areas of business analysis, application development, software testing, and project management to fulfill these requests within the prescribed timelines and prompts this request to establish a pool of contract staff resources to augment our Applications Development teams.

D. Scope of Work
The scope of work for this engagement is to support in-house development of business applications and assisting and supporting the acquisition, installation, implementation and integration of 3rd party (Vendor) solutions to support.
The key expectation is that contractors have knowledge of programs listed in the Project Description either in the client or in any of the other 50 United States, as well as experience with integrating systems to Secure Access Washington and Single Sign On.

F. Contract Deliverables
Contractors will provide professional IT services for business application development projects, requested by Client Divisions, including but not limited to, the:
Energy Division
Local Government Division (LGD) (supporting Office of Digital Equity and State Broadband Office)
Office of Economic Development and Competitiveness (OEDC)

Contractors will use Microsoft Office productivity tools (i.e. Word, Excel, PowerPoint, Visio, and Project) for development of project related artifacts and use Balsamiq for wireframe development.
Contractors will use the Angular Software Development Framework and use AG Grid for grid display and functionality.

Contractors will work with Client business analysts, developers and architects to meet with Client users to identify and analyze user requirements for business applications as well as, work with customers and Client business analysts, developers and architects in the planning, design, development, testing, and implementation of in-house developed business applications and vendor developed solutions.

Contractors will work with Client business analysts, developers and architects to develop and test custom software components, and use Client provided software development products and tools to meet Client requirements. Contractor will use Client provided software development products to enhance, change and support the Client suite of business applications and vendor developed solutions.

Contractors will work with Client business analysts, developers and architects to develop and test software components in support of assigned projects. Contractor may also be assigned to design and develop complex data schemas, and data repositories for Client data.

Contractors will work with Client business analysts, developers and architects to develop and test reporting solutions for non-technical audiences and create customized user interfaces, customized data collection and data processing functions and other products, such as complex queries to filter data and simple scripts; and perform quality control processes to manage code migrations,

G. Acceptance Criteria (Deliverables)
Deliverables submitted for this engagement must be authored/developed using the MS Office productivity tools. Project artifacts will be developed using Microsoft Office productivity tools (i.e. Word, Excel, PowerPoint, Visio, and Project) for development of project related artifacts and use Balsamiq for wireframe development.

Software development functions, activities and tasks will be performed using MS Dev/Ops for application development planning and sprint planning; software product development, software product delivery and operationalization; and facilitate coordination and collaboration between development, IT operations, quality assurance (i.e. testing), and security staff resources. Software development components will use the Angular Software Development Framework, SQL databases and AG Grid for grid display and functionality as prescribed by Client Lead Solution Architect.

Description of individual’s experience level, as follows:
Expert Level should have 5 or more years of Angular and SQL database business applications development experience, a minimum of 5 years of business application development experience with client and 1 year of experience developing energy, economic or local government business applications.
