Oracle APEX Developer

The client is seeking an experienced Oracle APEX Developer (Contractor) to join the team. This is a unique opportunity to apply your expertise in a public service context, supporting critical environmental programs and helping to build in-house APEX capabilities.

Position Summary:
The Oracle APEX Developer will be instrumental in ensuring the stability and ongoing support of our newly deployed Oracle APEX applications. This role will involve hands-on development for bug fixes, enhancements, and operational support for production APEX modules. Additionally, the successful candidate will play a vital role in leveraging Oracle APEX to convert existing Microsoft Access applications, expanding our modernized application landscape. This position will also involve significant knowledge transfer to our internal team, fostering self-sufficiency in APEX development.

Primary Responsibilities:

Production Support (50%):
Provide expert-level support for existing Oracle APEX applications in production, including troubleshooting, bug fixes, performance tuning, and minor enhancements.
Monitor APEX application health and proactively identify and resolve issues.
Collaborate with end-users and product owners to understand and address production support needs.

New Development/Conversions (30%):
Lead the conversion of existing Microsoft Access applications to Oracle APEX, including requirements gathering, design, development, testing, and deployment.
Work closely with program areas to translate business needs into robust APEX solutions.

Knowledge Transfer & Mentoring (20%):
Serve as a subject matter expert in Oracle APEX, providing guidance, best practices, and knowledge transfer to our in-house development team.
Assist in building the internal team's capability to support and develop Oracle APEX applications independently.
Contribute to the development of APEX coding standards and documentation.
Participate in code reviews to ensure quality, security, and adherence to established standards.
Collaborate with database administrators (DBAs) for schema changes, performance optimization, and data migration as needed.
Work effectively with the external vendor team involved in the larger Oracle Forms to APEX conversion project.

Required Skills and Experience:

Technical Expertise:
7+ years of hands-on, professional development experience with Oracle Application Express (APEX).
Strong proficiency in SQL and PL/SQL, including advanced querying, stored procedures, functions, packages, and triggers.
Demonstrated experience in developing complex APEX applications from inception to production deployment.
Experience with APEX component development (pages, regions, items, dynamic actions, reports, forms, themes, templates).
Proficiency in designing and optimizing APEX security, including authentication and authorization schemes.
Solid understanding of Oracle Database concepts and architecture.
Familiarity with front-end web technologies (HTML, CSS, JavaScript) as they relate to APEX development.
Demonstrable experience converting or migrating applications from other platforms (e.g., Microsoft Access, Oracle Forms) to Oracle APEX.

Problem-Solving & Support:
Proven ability to diagnose, troubleshoot, and resolve complex application issues in a production environment.
Experience with performance tuning of APEX applications and underlying SQL/PL/SQL code.

Collaboration & Communication:
Excellent communication skills, both written and verbal, with the ability to articulate technical concepts to both technical and non-technical audiences.
Strong interpersonal skills and a collaborative mindset, with a willingness to mentor and share knowledge with an internal team.
Ability to work effectively within a team-oriented environment and with external vendors.

Analytical Skills:
Strong analytical and problem-solving skills to understand business requirements and translate them into effective technical solutions.

Desired (Nice-to-Have) Skills and Experience:
Experience with version control systems (e.g., Git) in an APEX development context.
Familiarity with Oracle Forms or Microsoft Access applications (understanding their structure and conversion challenges).
Experience in a government or public sector environment.
Knowledge of Agile/Scrum methodologies.

Education:
Bachelor's degree in Computer Science, Information Technology, or a related field, OR equivalent combination of education and professional experience.
