Penalty Review Specialist

Primary Duties and Responsibilities:

Examine and analyze data as presented by the customer applicant for consideration of abatement.
Request clarifying information, evaluate both testimony and evidence to make findings of fact and render decisions in conformance with procedural standards, statutes, and tax laws.
Utilize problem solving, critical thinking and decision making skills to conduct analysis of information including financial records and historical data.
On occasion educate taxpayers on filing requirements and recommend solutions to identified nonconformance.
Prepare thorough files based on analyzed decisions for hearings and testify on behalf of the client .
Develop, implement, modify, and document recordkeeping and accounting systems, making use of current computer technology.
Use automated accounting systems and applications to retrieve and review data files, analyze information, and analyze financial records in conformance to reporting and procedural standards.

Detailed Duties and Responsibilities:

Recommends and implements solutions to identified financial problems. Conducts analytical research of customer’s explanation and documented evidence.
Analyze financial records and historical data to make findings of fact in compliance with the client Revised Statutes and tax laws to render a decision.
Utilizes problem solving and critical thinking skills to determine compliance and noncompliance of penalties, liabilities or requirements.
Requires data to be compiled and input using Google Suite programs and Tax Accounting System.
Establishes and maintains effective communication with staff, citizens of diverse ethnic and economic groups, other governmental personnel, and others contacted in the course of the work.
Prepares clear, concise and complete summaries and other written communication.
Presents statements of law, fact, and argument clearly and logically. May represent the department at informal hearings.
Ability to understand and apply statutes, laws and procedures governing filing requirements and assessment of penalty and interest.
Ability to mathematically calculate tax, penalty and interest assessments according to department policies.
Knowledge of and ability to learn various tax types, policies, procedures, sources of legal reference relating to local, state and federal law, and rules of evidence.
Understands accounting and mathematical principles and the business environment and is able to apply analytical techniques.
Good verbal and written communication.
Able to work on multiple projects based on changing priorities.
Able to work independently and/or in a team setting.
Computer proficient.
Efficiency in Google Suite and/or Microsoft Office products and other computerized systems.
Particularly skilled with spreadsheets.
Problem solving in variable situations requiring analytical, interpretive, evaluative, and/or constructive thinking within broadly defined policies and objectives.
Other duties are assigned as related to the position. Follow established guidelines.
Some college with major coursework in accounting, business, or a closely related field or two years of professional experience.
Spanish speaking is a plus.

Skills Required

Google Suite and/or Microsoft Programs - particularly proficient in Sheets/Excel and Gmail.
Research, analytical and critical thinking, problem solving.
