Job Description:

Under the direct supervision of the Labor Market Information (LIM) Director, performs a variety of duties both independently and as a supervisor of the team to conduct the client survey program and support the client staff including the supervision of all team members, data preparation, collection, editing, and reporting requirements as defined in the agreement.

Client Supervision:
The supervisor will monitor the client program performance metrics, nurture incumbent and new staff in continuous process improvements, assign survey workloads, and support line-level work by assisting with data collection, entry, and review. The position is responsible for coordinating and communicating with the regional office on matters related to the client Work Statements found in the BLS Cooperative Agreement. This role will use the client Management System to maintain and improve the performance of the staff.

Address Refinement Process:
The client supervisor will take lead in the address refinement process for each client sample survey and delegate as necessary. This requires a thorough analysis of each sample unit assigned for completeness and accuracy of the contact information, solvency of unit and industry classification.

Survey Data Review:
Alongside the client team, the supervisor will conduct a comprehensive review of the completed responded surveys. This review includes the analysis of the occupations reported against the standard industry pattern to identify the presence of abnormalities in the reported data. The supervisor will make decisions on the correctness and completeness of the data submitted and will make follow-up contacts to acquire missing information and/or clarify incorrect data.

Non Response Follow-up:
Alongside the client team, the supervisor will partake in the non-response follow-up process. This process involves contacting all non-response units assigned to solicit their voluntary assistance in completing the survey. The non-response contact may involve utilizing the telephone, fax, email, or making on-site personal visits.
Each team member is required to achieve a response rate deliverable of 75% in units or 65% in employment.

Quality Assurance Process:
Upon the closing of each client panel, a quality assurance process is conducted to uncover possible errors in the reported data. The supervisor will be the primary person conducting survey review for the client unit and will assign corrections as necessary.
Further, the supervisor will be responsible for the review of all client compare files and regional/national office questions and associated edits.
This process allows the supervisor the opportunity to evaluate the summary information at the industry and area stratum.

Estimation Review:
The client supervisor will review all preliminary and final client estimates and provide any corrections or suppressions to the regional and national office in accordance with the required estimation schedules. Further, the supervisor will work with the OEO Economic Analysis team with any specific schedule or estimate inquiries.

Major Responsibilities/Essential Functions:
Supervise, coach, and mentor subordinate all staff in the client Program. Manage the day to day report tracking, incoming schedule distribution, MSA team call/schedule focus, weekly QA edit focus, data imports, and interim/final reporting edits and file assignments. Recruit new team employees on an as-needed basis.

Required Skills:
2+ Years of experience in a Supervisor/Manager Role (Focus on Data Collection/Analyst preferred)
Experience with Data Collection Programs

Preferred Skills:
2+ Years using Microsoft Excel
Experience with Statistical Review
Database Analyst Experience

Training and Travel:
This position requires regular training at the site and some infrequent travel to locations out of state.
