Job Description
Project Manager Level 2 shall perform the following tasks:
Scope Management:
Accountable for the success or failure of an assigned project, delivering on scope, cost, and schedule objectives.
Define technical requirements and develop the project work scope using appropriate design and engineering practices.
Plan and define project scope, including activity sequencing, time estimating, and budget estimating.
Software Applications & Systems:
Operate project management software tools in accordance with business requirements, with a focus on Microsoft Office products.
Ensure data integrity across all project systems, verifying consistency between cost, schedule, and scope data.
Monitor and control the integration between the project schedule and earned value reporting tools.
Scheduling & Planning:
Develop project schedules and establish programmatic and intermediate milestones in coordination with Control Account Managers (CAMs) and stakeholders.
Develop and maintain fully integrated, resource-loaded schedules using standard project management scheduling and earned value methodology.
Perform critical path and float analysis, including updates due to project changes or performance impacts.
Monitor the ripple effect of schedule changes and ensure proper forecasting and reporting of milestone impacts.
Cost Management & Earned Value:
Plan, execute, and close projects by defining scope, building comprehensive work plans, and managing budgets.
Monitor and control project performance using Earned Value Management System (EVMS) metrics and practices.
Monitor and report project progress through formal performance reporting, including cost and schedule variances, Schedule Performance Index (SPI), Cost Performance Index (CPI), and Estimates at Completion (EACs).
Support development and documentation of project resource needs and Basis of Estimates (BOEs).
Perform Estimate to Complete (ETC) and Estimate at Completion (EAC) updates in coordination with project controls and CAMs.
Conduct variance analysis (cost and schedule), assess impacts, and support the development of corrective actions.
Configuration Management & Documentation:
Ensure proper configuration control over project documents including scope, design drawings, test instructions, baseline data, and change logs.
Develop, review, and update supporting project documentation to reflect current scope, status, and contractual commitments.
Implement and oversee change control procedures, including documentation and approval of changes to cost, scope, and schedule baselines.
Support quality and risk assurance by ensuring technical reviews, as-built documentation, and lessons learned are integrated into project closeout.
Risk Management:
Manage project risks throughout the lifecycle, using a documented risk management process to mitigate cost and schedule impacts.
Stakeholder Interface & Communication:
Develop and maintain the Project Execution Plan (PEP) and/or Project Implementation Plan (PIP), as required, to define execution strategies and responsibilities.
Communicate regularly with project stakeholders to ensure alignment and escalate issues as needed.
Interface with technical staff, financial analysts, project controls, functional managers, and subcontractors on cost, schedule, risk, and earned value topics.
Participate in meetings with subcontractors regarding progress updates, schedule maintenance, and revisions.
Generate and distribute performance measurement reports, schedule updates, and earned value data to support monthly reporting cycles.
Problem Solving & Leadership:
Identify problems, perform root cause analysis, and propose effective, data-driven solutions to project- related issues.
Work independently to manage assigned project tasks, while meeting deadlines and performance expectations in a high-accountability environment, and escalate issues as appropriate
Deliverables:
Monthly performance measurement reports and earned value analysis.
Integrated project schedules with critical path analysis.
Variance analysis reports with recommended corrective actions.
Time-phased budgets and resource plans.
Change control logs and baseline documentation.
All deliverables shall be submitted in accordance with the monthly reporting cycle or as otherwise specified by the Technical Representative, in the required format.
Required Knowledge, Skills, and Abilities
Minimum Education:
Bachelor's Degree in engineering, architecture, construction management, or related technical field.
Minimum Experience:
5+ years of applicable experience in project management.
Professional Certification:
Certification in project management (PMP) is strongly preferred but not required.
Minimum Qualifications:
Foundational knowledge of project management disciplines, including scope, schedule, cost, risk, and earned value.
Demonstrated ability to manage projects or significant project components with limited supervision.
Ability to apply sound judgment in routine project situations.
Consistent adherence to defined project management procedures and standards.
Proven ability to manage full-scope project controls functions and provide technical leadership.
Demonstrated decision-making capabilities, with sound judgment in dynamic project environments.
Proficiency with Microsoft Office Suite.
Knowledge of integrated project controls, including EVMS and critical path methods.
Excellent oral and written communication skills.
Effective interpersonal skills and ability to work collaboratively with diverse stakeholders.
Strong analytical and problem-solving abilities.
Ability to work independently with minimal supervision.
