Description

Project Manager

The client is seeking one full-time resource to work on supporting the business area to develop a business solution that is compatible and scalable for long-term business needs.
At a high level, the resource will represent the client /Business area to ensure business requirements and RFP processes are exceptionally developed and that business needs are clearly outlined in the contracting process.
The resource will facilitate smooth vendor selection and management process to ensure that input from people with disabilities is at the forefront in the development process.
The client does not anticipate that the project manager will need access to private data on individuals or protected health information, and therefore does not anticipate that vendor will need to enter a business associate or data sharing agreement with the client .

Provide leadership for program/project
Provide strategic vision and thinking with focus on outcomes
Complete environmental scan of portal-like projects and initiative within the client .
Design and support end user engagement to:
determine end user requirements for a selected product
provide usability testing of the product
test accessibility of the product
define training and communication strategies for successful adoption of the product
document all end user engagement and testing
Provide business oversight of clear and attainable project/program objectives
Provide business oversight of clear and attainable project/program requirements
Manage program/project constraints of cost, time and scope
Form close links with team members and stakeholders
Facilitate smooth vendor selection and management process
Provide Technical oversight of the selected vendor
Provide knowledge transfer

Minimum Qualifications

7 years’ experience in Program/Project Management
7 years’ experiences in health information technology (HIT) field including:
Standards-based data exchange;
technology related to the exchange of health and human services data for the purposes of improving service coordination and health and social outcomes.
This includes electronic tools for communication, collaboration, and data exchange between individuals receiving services and care, doctors, social service providers, counties, service recipients, and personal representatives;
data analytics.

Desired Skills

Technical skills and experience with the CMS Patient Access and Interoperability Rule
Technical skills and experience with healthcare interoperability standards
Technical awareness of state Medicaid and human services systems
Understanding and experience with HIPAA and Data Practices
Understanding and experience with online authentication and authorization methods and approaches
Understanding and experience with electronic patient/member consent
Ability to work across organization to gather requirements
Demonstrable leadership ability: especially to build consensus around solutions
Ability to estimate program/project resource requirements and participants needed to achieve goals including changes during where necessary
Ability to identify and manage program/project dependencies and critical path
Ability to establish program/project timelines and milestones using appropriate tools and tracking such milestones and deliverables
Ability to manage changes in program/project scope, identify potential crises or issues, and devise contingency plans as appropriate
Ability to communicate program/project plans, expectations, updates, progress, issues, and successes in a timely & clear fashion when necessary
Ability to work effectively alongside and collaborate closely with IT PM.
Extensive experience with Health Information Technology (HIT) and Health Information Exchange (HIE)
Extensive experience with industry standards on data interoperability
Extensive experience with Federal data standards and initiatives such as USCDI and Omnibus Care Plan
