Job Description



Quantity Surveyor (QS)

The main task is proactive commercial management and administration of all Subcontracts assigned to. This task is carried out in conjunction with the SDLM. The primary responsibility of the Quantity Surveyor (QS) is to effectively the manage each subcontract they are involved in from a commercial perspective, in collaboration with the SDLM, Contracts Manager, Project Construction and Commissioning Manager (PCCM) and other client departments, for example Engineering, Construction and Project Management.

Participate in tender evaluation meetings for each Subcontract package, to assist in understanding the scope of packages involved in and provide comments / feedback within meetings.
Assist Subcontracts Development Manager (SDVM) with any queries during procurement of subcon[1]tract packages on detailing scope of work (SoW).
Familiarization with all Subcontracts assigned to.
Prepare subcontract specific management tools, agenda and reporting in conjunction with the SDLM.
Track changes resulting from the design and/or Subcontract works and adjust budget projections accordingly, e.g.: via variation orders and lead negotiations of such changes.
Liaise with the Subcontractor’s site staff and HVDC’s Site Management staff including SDVM, Site Construction Managers, Site Supervisors and Site Engineers to execute the above activities.
Receive and verify progress reports, payment applications / milestones and completion requests.
Management of any claims, including the tracking and monitoring of the Subcontractors progress onsite against the Subcontract baseline programme.
Maintain comprehensive records that accurately reflect events at site and capable of being relied upon in the event of a dispute or difference.
Measure and administrate the Subcontract specific subcontract pricing documents.
Measure and value progressively the work done on a monthly basis, identifying under and over - measures and report risks and opportunities
Communicates adequately and timely with SDLM, the client project team and the subcontractors.
Attends regular Subcontractors meetings organized and conducted by the SDLM. As and when required, seek clarification from SDLM.
Prepare and participate during constructability reviews, facilitated by PCCM.
Attend regular site management meetings; inform and support the site teams on all Subcontracts relevant issues.
Attend weekly meetings consisting of internal construction and design progress meetings (where applicable).
Attend meetings, as required, such as project change control and risk management meetings, Quality Improvement Tool (QIT) follow up meetings and Subcontract handover meetings.
Ensure that Subcontractor specific communication, including minutes of weekly meetings, are taken, and maintained.
Update monthly forecast report for the civil, installation and site budgets to be collated capturing any movements in the period to understand the forecasted end cost.
Request mitigating actions from Subcontractor, in consultation with SDLM.
Comply with company, country, and project Quality standards.
Promote quality assurance / quality control considerations to all partners throughout the project.
Raising relevant quality deviations and improvements as per QIT process.
Conduct all activities in accordance with HVDC’s Code of Ethics and client company guidelines.
Assure that all Subcontracts are followed and fulfilled in all aspects of contractual obligations, likewise - Subcontractor’s as well as client.
Co-operate with any relevant auditing activities performed on site.
Aim in agreeing the final accounts of all subcontracts for the best possible result in terms of scope, time, and cost.
Identify the recoverable non-budgeted costs, initiate, support and ensure the cost recovery from other parties, if possible
In conjunction with SDLM and Contract Manager, assist in the closeout of Subcontracts in line with the respective Subcontract.
Compare as-built with as-sold budgets, and report and investigate differences where applicable. Share Lessons Learned (LL) within the client’s HVDC organization during and at the end of subcontracting works.

Qualifications, Experience and Skills
Minimum of 5 (five) years of work experience in heavy / industrial business and preferably in power sector.
Minimum of 3 (three) years in subcontract management experience, this includes commercial, contractual and construction awareness.
Technical background is advantageous.
Experience of successfully coordinating and managing multiple subcontracts / tasks effectively.
Proficient with standard form and bespoke contracts.
Proficiency in MS Office 365 applications including Word, Excel, PowerPoint, Teams, SharePoint and Outlook.
Education
Bachelor’s degree in commercial related field i.e. BSc in Quantity Surveying or equivalent. Ideally be chartered / working towards chartership.

detail is essential.

Strong ability to communicate in English and at least in one other language from within the region of responsibility (in written and spoken), for example, German and/or French and/or Italian for Western Europe; French and/or Spanish for Americas.
