Senior Technical Writer (Project Lead)
Position Overview
Seeking a Senior Technical Writer / Project Lead to support the client. The selected candidate will lead the development of Standard Operating Procedures (SOPs) for the Vocational Rehabilitation (VR) program, ensuring alignment with state administrative rules and federal regulations (RSA/WIOA/Uniform Guidance).
This role requires strong expertise in policy documentation, compliance writing, and stakeholder coordination across multiple offices.
Key Responsibilities
Lead the end-to-end development of SOP manuals and process documentation
Conduct stakeholder interviews with program staff, supervisors, and leadership across multiple locations
Analyze and align Illinois Administrative Code (Title 89) with federal regulations (RSA, WIOA)
Identify and resolve policy gaps and inconsistencies
Develop structured SOPs including:
o Purpose and scope
o Roles and responsibilities
o Step-by-step procedures
o Required documentation and controls
Document intake, referral, and service delivery processes
Incorporate internal controls and compliance requirements tied to federal performance metrics
Ensure documentation supports audit readiness and invoice validation (Uniform Guidance)
Manage review cycles, revisions, and final approvals
Provide progress reports and milestone updates throughout the project lifecycle
Required Qualifications
Minimum 5+ years of experience in technical writing (MANDATORY)
Proven experience developing SOPs, policy manuals, or process documentation
Experience working with government agencies (state or federal preferred)
Strong understanding of regulatory/compliance documentation
Demonstrated experience in:
o Business process documentation
o Gap analysis
o Stakeholder interviews
Excellent written and verbal communication skills
Ability to manage multiple stakeholders and tight deadlines
Preferred Qualifications
Experience with Vocational Rehabilitation (VR), Human Services, or Workforce programs
Knowledge of:
o WIOA (Workforce Innovation and Opportunity Act)
o Rehabilitation Services Administration (RSA)
o Uniform Guidance (2 CFR 200)
Experience aligning state policies with federal regulations
Background in audit, compliance, or internal controls documentation
Experience working in unionized or multi-location environments

Process mapping tools (Visio, Lucidchart – preferred)
