Job Responsibilities:
Champions company's Zero Harm philosophy for health, safety, and environmental (HSE) management at the project site.
Develops the project-specific construction site HSE Plan in accordance with company templates and tailors plan contents to project specific details and HSE requirements.
Helps implement the project-specific construction site HSE Plan for company personnel, contractors, and applicable low-tier subcontractors.
Provides day-to-day supervision of junior-level company HSE specialist and/or oversight of contractor HSE personnel to ensure adequate inspections of field activities is occurring.
Provides periodic oversight of site contractor activities with regards to compliance with legal, regulatory, company, and project-specific HSE rules and requirements.
Acts as the company HSE technical lead and advises project site management with regards to HSE compliance issues during project construction.
Interacts with and provides technical advice and administrative support for HSE compliance to contractors management personnel.
Review contractor job hazard analyses and advise on suitability of hazard elimination and mitigation measures.
Conducts daily walk-downs of site work activities and advises on corrective actions needs to maintain compliance with HSE rules and requirements.
Initiates and supports weekly, joint project management and contractor site walk-downs and HSE review meetings
Issues stop-work orders in coordination with project site management for activities that pose an immediate threat to the life or health of the workforce or substantial harm to the environment.
Administers the project site safe work permit program for site work activities under the company's management oversight, including review and signoff on permits for confined space entry, hazardous energy control (e.g., LOTO), and excavations.
Leads and/or support contractor's HSE staff in responding to and investigating accidents and incidents at the project site
Solicits information from contractors and maintains records of HSE accidents and incidents at the project site, including near miss type events.
Provides monthly project site HSE performance metrics to the project site management and to the CIAm HSES Manager.

Education and Experience:
High school diploma required; Bachelors degree preferred.
5 to 7 years of experience in HSE management and oversight with focus on construction safety requirements.
At least 3 years should be in an HSE supervisory capacity.
Demonstrated knowledge of U.S. OSHA standards under 29 CFR 1926 and 1910 and the practical application of their requirement in construction/industrial settings.
30-hour OSHA training for construction required; Completion of OSHA #510 OSHA Standards for the Construction Industry and valid OSHA #500 Trainer Course for Construction certificate preferred.
Maintain certification in first aid and CPR through a recognized training provider (e.g., American Red Cross).
Bilingual in English and Spanish preferred.

Physical Requirements:
Ability to work daily in a construction/field setting under a wide variety of environmental and/or weather extremes (e.g., rain, heat, cold)
Ability/willingness to undertake moderate walking and climbing (if required) to perform duties.
Ability/willingness to work overtime and weekends as needed to support construction activities.
