Description of Services & DeliverablesThe client requires the services of one Systems Analyst to work under the direction of the client’s assigned supervisor to achieve the goals and objectives of the MEPIC Technology Upgrade Project as approved by a Legislative Budget Request (LBR). The Systems Analyst will be responsible for converting data (without automated data conversion utilities) from existing SQL database structures to a better designed SQL relational database structure.The person in this position:Must analyze the structure, content and quality of the data to be converted.Must analyze the data and their requirements to offer design improvements and confirmation of the optimized new data structure.Map the data elements from the source tables to target tables ensuring that all necessary data is accounted for.Convert the data from the source tables into the target format tables.Validate the accuracy and integrity of the converted data.Document the data conversion process to include how issues were resolved with particular data elements.Clearly communicate with stakeholders the data conversion planCreate reports for the old data and the newly converted data to the stakeholders for the purpose of approving the data conversion processed correctlySystems Analyst responsibilities include, but are not limited to the following:Planning, Organizing, Integrating, and Implementing requirements with system interfaces, scheduled processes (jobs), functions and featuresAdhering to client Project Control Processes, Procedures, and Change ControlTechnical issue identification and resolutionDeployment and Implementation PlanningTechnical leadership in data conversion strategies for successful implementationProvide detail and summary reporting to the Project Manager on the progress of completing assignmentsDesign and optimize a databaseDevelop the programming architecture for converting the data to the new structureWrite stored procedures, triggers, and SSIS packages for data management and migration.Coordinate effectively with client Information Technology Services (ITS) staff required to support the projectEffectively work with the multiple client Divisions throughout the software development life cycle to complete this projectOffer solutions to problems and challenges related to data or otherwiseDeliverables:Documented Detailed Data Conversion PlanConverted data ready for import in to the target Microsoft SQL server databaseData conversion stored proceduresReports to support the accurate results of the converted data (old and new data)Identification of issues immediately with recommendations to mitigateAssistance to the Project Manager ensuring Action Items, Decisions, and optimal design is documentedContributor to the Operations & Maintenance PlanKnowledge transfer to the client ITS MEPIC Maintenance TeamMandatory Skills and Experience:Bachelor’s Degree in Computer Science, Business Administration, or other related Information Technology (IT) fieldsMinimum of 7 years of work experience designing successful, middle to large-scale IT data conversion projects, of which 2 years must be as the lead data conversion personProficient database management system skills to build SQL scripts to extract, transform, and load data from old structures to new structuresAnalysis and understanding of data structures and schemasAbility to troubleshoot and resolve issues that arise during the data conversion processAbility to clearly communicate with team members and stakeholders about the data conversion process and any issues that ariseAbility to manage multiple tasks simultaneously and to work under tight deadlinesUnderstanding the system from which the data is being moved from and toAbility to handle sensitive data responsiblyStrong SQL programming skillsExperience in completing the SQL scripts to convert the data within the schedule timelineExcellent oral and written communication skillsStrong collaboration skills with stakeholders and project teamAbility to communicate the technical data conversion design in non-technical terms for the end-users to understandExperience working in an environment with multi-vendor project team membersTechnical understanding of data conversion projectsExperience designing and programming in development projects, with the following:o J2EE/Java (JSP, EJB)o JBoss 7.x application serverso JDBCo MS-SQL 2019 databaseo PL/SQL stored procedures, triggers, views, etc.o XMLPreferred Knowledge Skills and Abilities:Government, Law Enforcement, or Public Safety IT projectsMaster’s Degree in Computer Science, Business Administration, or other related IT fields or equivalent Project Management work experience VIVA is an equal opportunity employer.
