Job Description
SCOPE OF THE PROJECT:
The purpose is to hire a data analyst to assist with the procurement, development, and implementation of a new electronic infectious disease surveillance system (with associated user interface) to modernize disease reporting, surveillance, and management. The infectious disease surveillance system is critical to the client’s capacity to monitor and control the spread of infectious diseases, detect outbreaks of infectious diseases, respond in a timely manner to control their spread, and report these data to the Centers for Disease Control and Prevention. This system will form the foundation of the public health data warehouse environment for client and must conform to the specifications of the National Electronic Disease Surveillance System (NEDSS) of the Centers for Disease Control and Prevention (CDC). This system will be the basis of an evolving integrated surveillance environment.
In addition, the data analyst will continue to assist with enhancements of Maven client Systems, the current electronic infectious disease surveillance system, until the new system is implemented. The Data Analyst will be responsible for assessing the business needs, determining project scope & requirements, and overseeing system testing to enhance and support these solutions.
Emphasis will be placed on supporting and enhancing solutions within the online platforms to meet customer business needs and problem resolution in a team environment. This position will also work with program area staff to assist with daily support needs, problem resolutions, user account management, reporting, enhancement needs, integration, dashboards, and package deployments following IT security policies and standards.
DAILY DUTIES / RESPONSIBILITIES:
Emphases for the System Analyst candidate are to support system activities in client Systems (the current EDSS) and procurement/implementation of the new EDSS. The System Analyst will need to learn the system capabilities and become an expert in that system to provide support, analysis, testing, problem resolution, reporting, and monitoring of that system. The candidate works in a team environment with other Information Technology staff, Project Management Office, and Program Area system Owners to support the system and users.
Specific duties and responsibilities include but are not limited to the following:
Study and learn system capabilities assigned
Work with Information Technology staff to learn system technical functionality and IT Security Standards and practices.
Work with Program Area System Owners to learn their business functions and needs
Provide system user support
Assist staff in resolving system-related problems
Assist with System user account permissions and security
Provide and assist with system user training when onboarding new staff as well as individual training
Attend and provide program area support client related events as needed
Create and maintain supporting system and training documentation.
Maintain SharePoint content associated with system collaboration sites
Document and create technical reports by collecting, analyzing, and summarizing information and trends as well as system effectiveness
Monitor and Identify system data quality issues and work to improve data accuracy
Review and monitor usage reports
Assist with the system software life cycle process
Coordinate and assist with system testing and production validation
Work with Program Area and IT to present key information for improvements
Maintain system protocols by writing and updating procedures
Assist with development of policies and procedures to conform and comply with client standard cyber security policy design related to information risk management, designation of data as to criticality, confidentiality, and protection.
This will also include compliance with client security policy/procedures as well as integrating systems when possible to streamline staff workflows, user security, and data correction.
Module support of the project.
The client will require that selected personnel sign the client confidentiality agreement and/or Business Associate (BA) agreement if applicable. All web services must be secure.
The client will not accept any offers including an “up-lift” charge. The rate paid per consultant must not exceed the maximum rate established for this position described in the client contract terms.
Contractors must be onsite during each week throughout the term of the contract. Remote work may be possible up to 50%, at the discretion of client.
Follow client IT Standards, policies, and procedures to include documentation.
All source code (compiled and un-compiled) will become the sole property of the client. Any source code, data, product, or functionality resulting from this SOW or previously owned/developed by client will remain the sole property of client and is not to be incorporated into the core product of any vendor's application. Any modifications and interfaces developed under said contract will not be used by the contractor for any independent project of the contractor or published or publicized by the contractor without written permission of client.
The client has the final say on all programming choices

All required information including formulas, data, and mechanisms to check output.
Staff to assist with any application or data questions.
Conference rooms and scheduling for any application demos.
Workstation and required software.

REQUIRED EDUCATION:
Bachelor's or master’s degree in a relevant field of work or equivalent work experience.

The candidate will work closely with the Assigned Section Manager to identify, prioritize, and schedule workload and implementation to IT standards and procedures. The candidate will work closely with customer and subject matter experts for the system design and testing.

The position will be utilized for up to 40 hours per week for the duration of this project.
The selected candidate should be able to work flexible hours where it may be necessary for work to be completed outside traditional business hours.
Schedules amongst the team will be coordinated to ensure coverage of operational hours of Monday – Sunday, 8:00 am – 6:00 pm.
