Job Description


Systems Architect III

Systems Architect assists with the design and development of current client internal business systems, working with the Lead.
Possesses experience in software design and development with a focus on the integration of internal business systems across multiple functional areas, notably
finance/accounting, financial transaction processing, supply chain transaction processing, etc.
This position will work with general supervision and priorities will be coordinated & approved by the CHEMS Lead.
Will be required to transition Counties from their current software packages to the CHEMS system.
Possesses experience in design and integration of business applications and enterprise IT infrastructure.
Designs IT infrastructure components and architecture.
Experience with design and development of custom modules/solutions and the integration of these components with packaged solutions. Proven methodology experience for complex systems integration projects and demonstrated ability to achieve deliverables on time and on budget.
Systems Architects capabilities with 5 or more years of experience, relies on experience and judgment to plan and accomplish goals, independently performs a variety of complicated tasks, a wide degree of creativity and latitude is expected.

Systems Analyst Specifics:

The contract developer will implement, support, maintain and enhance the County Highway Expenditure Microcomputer System (CHEMS) and CHEMSPRO (GUI version) that is in the process of being implemented.
The individual needs to be familiar with the client project and activity accounting and business practices.
The individual will also have an extensive background in software analysis, design, development, testing and implementation. The candidate will have a broad range of networking infrastructure knowledge and experience.
Great communication skills, problem solver attitude, and the ability to work independently are required.

The contract developer is expected to provide, or be able to perform, the following to support the existing CHEMS system:

County-facing, software, phone, and electronic support for sixty counties within the state
New county software installations with one-on-one training
Data conversion from source legacy to target systems
Participation in State-wide meetings to support and enhance CHEMS
Provide CHEMS system & process training to small and large groups
Software and system enhancements to the existing Oracle version 19c database
Import/export integration programs to transfer data in and out of CHEMS
SharePoint site administration (limited duties)
Release management for periodic CHEMS software releases

The contract developer must have extensive knowledge of the platform and software to support the Oracle CHEMS software package.

At least 5 years of experience is required in the following areas:

SQL/PL SQL experience
Object-orient programming languages using Virtual Component Library (VCL)
MS Windows 11 Enterprise
Windows Server 2016+
The contractor must also have extensive knowledge of a Windows-based application target platform and software development tools
Oracle RDBMS
PL/SQL Developer
Oracle DB Admin Tools, Enterprise Manager

Not required but nice to have: Delphi programming experience using RAD Studio 2007+

Note :

Hours/Week 43
This resource will confirm priorities from the CHEMS Lead; however the individual can expect to operate independently from a remote work location.
This includes self-sufficiency in all necessary county interfacing, hardware, software, training, and support.
Open to nationwide candidates. With prior approval, client will cover travel expenses for at least one, but no more than two visits, with up to $1000 covered per visit by the client.
An internal resource with this knowledge will be training the hired resource.
