Job Description

Description of Duties

1. Perform Business Analyst duties for the planning and requirement gathering phases of this project.
2. Facilitate meetings with business leaders to elicit As-Is process flows, requirements, and other pertinent information required to reengineer business processes into UBOS focusing mainly on the financial posting, payments, refunds, and financial reconciliations processes.
3. Conduct reviews and comparisons of current business processes with the best practices, to determine where business process or system changes are necessary.
4. Anticipate the direction of client business areas and recommend new processes or opportunities that will support the UBOS objectives.
5. Translate business requirements into detailed Service Blueprints, Business Process Flow diagram, Agile Features, and User Stories and support development of technical specifications and solutions.
6. Enter and track in Azure Development Operations (ADO) Blueprints, Process Flows, Features, User Stories, and related documentation.
7. Exhibit experience visually modeling the information obtained during elicitation meetings.
8. Conduct feasibility studies and analyze existing systems to identify areas for improvement.
9. Identify and define KPIs including business rules, ownership, data sources and optimal visualization.
10. Develop and maintain a productive working relationship with technology staff, business owners, project sponsors, vendors, and key clients.
11. Stay up-to-date with industry trends and emerging technologies to drive innovation.
12. Work closely with development teams to ensure the successful implementation of solutions.
13. Complete projects consistent with client guidelines.
14. Develop and execute test Scenarios, Scripts, and plans to ensure solutions meet business requirements.
15. Support training and support to end-users and stakeholders.
16. Create and maintain comprehensive project documentation.
17. Demonstrate exceptional critical thinking and problem-solving skills.
18. Develop and maintain a productive working relationship with technology staff, business owners, project sponsors, vendors, and key clients.
19. Lead and participate in project team activities for system work efforts related to enterprise systems.
20. Work independently to accomplish the tasks and duties assigned.
21. Adhere to and follow all client standards, policies, and procedures.
22. Utilize various software and/or technology tools to perform job duties.
23. Perform tasks and other duties as assigned by the client.

Technical Areas Within Scope Of This Position:

1) Reporting - All aspects related to tolling and non-tolling reporting or any / all system and customer and related functions for internal and external users of the system.
2) Transaction Processing - All aspects related to client customers traveling on client roadways, client customers traveling on other client roadways, and other client customer traveling on client roadways and assessing the correct fees for each. Non-tolling activities (permits, disabled vehicles, etc.) are also included.
3) Billing & Invoicing - All aspects related to the correct fiscal accounting of all transactions processed.
4) Collections & Toll Enforcement - All aspects related to customers not properly addressing billing and invoicing responsibilities.
5) Financial Posting & Reconciliation - All aspects related to ensuring the accounting of all billing and invoicing and all fiscal related matters is properly addressed.
6) Payments - All aspects related to defining and ultimately working to support the development of all payment solution options available to the customers to make payments via any / all of channels.
7) Customer Relationship Management (CRM) - UBOS utilized a Microsoft Customer Engagement based CRM, including customer portal. UBOS customer service agents use the CRM to engage with customers while customers can use other channels, portal, mobile app, chatbot, IVR, etc. to self-service. Microsoft CE CRM experience is preferred, but experience with any modern CRM will be considered.
8) SAP S4 HANA - The fiscal general ledger is SAP S4 HANA. Modules in use include BRIM, FICA, Convergent Mediation, and Analytics Cloud. Experience with SAP and in particular the noted modules is preferred but experience with any modern ERP will be considered.
9) Data Migration - Data Export, Transformation, and Loading (ETL) is a significant component of UBOS. Data must be migrated from several current systems into the UBOS at multiple phases of the UBOS project to support testing and ultimately go live events. Data migration experience is required for some of the Technical Business Analyst positions.

Desired Skillset
The Technical Business Analyst position requires demonstrated experience as a Business Analyst, on projects of various size and subject matter within the government/public sector, ideally in at least 3, or more, of the Technical Areas noted above.
Strong understanding of software development lifecycle (SDLC) and agile methodologies.
Proficiency in business analysis tools and techniques.
Excellent problem-solving and analytical skills.
Strong communication and interpersonal skills, with the ability to work effectively with both technical and non-technical stakeholders.
Familiarity with project management tools (e.g., MS Project) is a plus.

Additional beneficial skills include:

Enterprise Business Solutions, specifically financial systems projects.
ITIL / ITSM practices and methodologies.

Minimum Experience

Technical Business Analyst position requires a minimum of 3 years of experience as a Business Analyst or Technical Analyst in a technology-driven environment.
Experience with data analysis and visualization tools (e.g., SQL, Excel, Figma).
Proficient in the Microsoft Office 365 suite of business software including Teams, Word, Excel, and PowerPoint, plus proficient in Microsoft ADO Testing Module.

Certifications / Education

Bachelor’s degree in Computer Science, Information Technology, Business Administration, or related field or additional experience as determined suitable by client.
Equivalent combination of education and/or experience may be accepted.

Engagement Requirements

Candidate’s location is preferred to be within the Continental United States.

Successfully complete ePATCH background check, and ClearChecks National Criminal Background Check prior to engagement start.

Overtime requests always need to have prior approval of Project Principal with the rightful reasons for overtime.

This position is primarily remote; however, this position will require reporting to the Commission’s headquarters during key phases of the project - Solution Confirmation, Program Increment Cycles (PI), Showbacks, System Integration Test Cycles (SITs), User Acceptance Test (UAT), Go-Live, Immediately Post- Go-Live (Hypercare). Any absence from sessions requires prior approval from Project Principal.

Additional compensation for any travel expenses requires prior approval and my not be approved.

Travel expenses submitted for reimbursement must adhere to federal GSA guidelines governing hotel, mileage, and meals per diem rates, and must include appropriate expense documentation (receipts). GSA Guidelines are available at
