Job Description:Training Plans, organizes, implements, and evaluates the Property Tax Education,Training and Certification Program for ad valorem appraisal staff across the client by carrying out the following duties:
Content Development & MaintenanceUpdates, modifies and develops new programs as neededMaintains current and up to-date training content, manuals and materialsAssists in the design of curriculum, and training coursesRecommends purchase of and directs utilization of audio visual and other training devicesMay confer with county clients and agency management to ascertain training needs and goalsMay confer with university and college officials and other professional training personnel to coordinate development of specialized programs Content DeliveryDelivers training via online synchronous and asynchronous, and in-person/classroom settingsConducts training effectiveness assessments to ensure course objectives are met through attendee post-training feedback, pre- and post-training quizzesAgency/Department Compliance & Continuous ImprovementRemains current on all laws, regulations, policies, and best practices related to taxation through regular engagement in activities such as: self-directed research, conferring with other practitioners and technical experts; subscriptions to regulatory/legal/industry newsletters and briefs; membership industry associations and attendance at meetings/events; and or participation in training and others continuing education opportunities.Prepares special reports and monitors litigation.Actively contributes to team and individual effectiveness through the following: - Attends staff meetings and huddles of work unit or district; and may cascade and track information as indicatedCompletes all required training in a timely manner.Participates in assigned work teams as appropriate.May complete periodic metrics, projects, huddle boards and reports as requested (e.g., research taxpayer's inquiries, prepare management reports as needed, participate in appraisal of property which may include assigned valuation as needed by the District, etc.)Prepares for and actively participates in 1:1 coaching with supervisorMaximizes work processes and deliverables through lean principles within the client; and provides recommendations for process improvement, and engages in continuous improvement efforts as assigned MiscellaneousMay collaborate with key internal leadership in order to facilitate the education of local government staff and taxpayers on statutes, administrative codes, and the client policies/procedures related to the client property taxMay attend meetings with external stakeholders on behalf of the Department, as neededOther duties as assignedRequired Education/Experience:Any combination that meets the knowledge, skills and abilities (KSA); typical ways KSAs are obtained may include but are not limited to: a relevant degree from an accredited college or university such as Bachelor’s Degree (e.g., B.A.), training, coursework, and work experience relevant to the assignment.Preferential Experience: Minimum of two (2) years of property appraisal experiencePreferred Skills: Training in adult education and property appraisalRequired SkillsMinimum of three (3) years relevant experience, e.g., training content design and development, public speaking/training delivery, marketing, project coordination, and/or public relationsPreferred Skills(2) years of property appraisal experienceEducationBachelor's degreeNotes:Hybrid - 15% Remote, 85% Onsite
