Description:

The client requires Senior Web Agile Product Owner/Project Manager (Level 3) support services

GENERAL RESPONSIBILITIES

Work effectively and collaboratively with Web Systems colleagues on assigned projects and activities.

Follow House Information Resources (HIR) Agile SCRUM Methodologies processes and best practices.

Maintain professional relationships with customers, management, colleagues and deliver high-quality customer service.

Manage high visibility web products and services for House customers

Operate as a Product Owner in an Agile development team in cooperation with Designers, Developers, QA Testers, and other project roles

Perform as a Project Manager for major initiatives and feature development

Project Management tasks include but are not limited to: conducting business analysis, orchestrating user focus groups and surveys, organizing user acceptance testing and quality assurance testing, and gathering customer and stakeholder product requirements

Provide business analysis, evaluation, and consultation of existing products and services, and assist Product Services management in the development of new customer products and services in support of organizational strategic objectives

Provide project management guidance and assist in developing project standards, processes, and documentation necessary for successful execution of web projects

Maintain designated project documentation for assigned products and services

Advise and instruct project teams and project managers on process improvements to promote efficient project delivery and adherence to processes and standards (e.g. Change Management, Risk Management, and BCDR frameworks)

Work independently and employ effective time management skills to organize and handle multiple priorities, projects, and products simultaneously

SPECIFIC RESPONSIBILITIES

Support product management activities related to web capabilities and website/application development of a high technical need.

Perform website Product Management activities to include gathering customer requirements, providing solutions for implementation – that may include a technical proof of concept - and support the process of delivering the customer's request.

Analysis of product activities to include user needs, emerging technologies, industry applications and tools, and directorate processes.

Support the management of project risks and quality assurance to include identifying and performing quality tests.

Develop and maintain proper records and documentation for assigned products.

Define and maintain product performance metrics, tracking and reporting.

Work effectively and collaboratively with Web Services colleagues on assigned projects.

Follow House Product management standards, governance processes and best practices.

Maintain professional relationships with customers, management, colleagues and deliver high-quality customer service.

Work independently and employ self-management skills to organize and handle multiple priorities and learning curves.

Research, analyze and make recommendations on administrative, managerial, and procedural practices and other complex business problems. Analyze, evaluate and integrate business processes and procedures.

Ability to handle multiple competing and changing priorities for a wide range of tasks.

Organization and attention to detail. Ability to adapt to differing management styles and deliver accurate and timely work.

Create dashboards and metrics for the different Agile teams;

Guide Agile teams to employ the Sprint methodology or the Kanban methodology as appropriate for Agile work processes; assist teams in employing the appropriate dashboards and harness potentials from each one of these.

MINIMUM QUALIFICATIONS

Minimum of 4 years experience as a Product Owner or Project Manager

Experience working in an Agile environment as a Product Owner (or Project Manager)

Ability to translate functional business requirements from customers and stakeholders into detailed tasks for Design and Development teams

Stellar communication skills, both verbal and written

Passion for collaboration and mentorship

Ability to learn new technologies quickly

Broad knowledge of key Web technologies, Content Management Systems, and User Experience best practices

Knowledge of and ability to apply effective design principles and to communicate complex and detailed information to management

Skilled in presenting product updates to a wide range of audiences and technical levels, from customers to senior management

Skilled in creating visual presentations and writing user documentation

Ability to research, analyze and make recommendations for improvements on administrative, managerial, or procedural practices and other complex business problems

Ability to analyze, evaluate, and integrate business processes and procedures

SPECIFIC QUALIFICATIONS

The candidate should possess a well-rounded knowledge of product owner activities, web technologies, and web content management systems (CMSs).

Ability to assess verbal and written communications from key stakeholders and customers and demonstrate excellent technical, verbal and communications skills.

Strong knowledge of Jira to create dashboards and other tools to assist in the management and tracking of work processes via tickets created.

Ability to work with various project tools such as Excel, Word, PowerPoint, MS Project, and Visio (Service Now or BMC Remedy a plus).

Ability to work with Web CMSs (experience with Drupal a plus) and collaborative/tracking systems.

Possess excellent problem solving and verbal/written communications skills.

Maintain poise and professionalism in all customer and vendor communications (written and verbal).

Adept at multi-tasking in a fast-paced, high-profile environment.

Ability to evolve skill sets and quickly adopt to new technologies and priorities.

Equally comfortable working on a project team as well as independently.

Excellent organization, planning, prioritizing skills and attention to detail.

Notes:

The contractor personnel will be required to work on-site 40 hours per week. The normal work hours are 9 am to 6:00 pm, Monday through Friday, with an hour for lunch. Minor adjustments to the normal schedule will be considered.
