PROJECT DETAILS


The client creates and supports hundreds of websites for Members, Committees, and Leadership offices. The preferred web platform is Drupal (currently transitioning to versions 10 and 11), alongside various legacy technologies.

The client seeks a Web Designer/Drupal Themer who functions as a proactive technical consultant. The incumbent is responsible for the full lifecycle of web projects—from initial conceptualization and troubleshooting to the implementation of complex, custom Drupal themes. This role requires working collaboratively with developers and customer support staff, as well as interfacing directly with non technical Member and Committee staff to translate high-level needs into functional digital products.


This position requires a mastery of Drupal Theming, Front-End Development, and UX Design. Beyond technical execution, the primary requirement for this role is advanced problem-solving. The incumbent must be able to identify project risks early, troubleshoot deep-seated CSS/JS conflicts, and navigate the unique constraints of a high-profile federal environment.GENERAL RESPONSIBILITIES

Provide piece-meal graphic support for 500+ Congressional websites deployed on the client Drupal platform as well as a variety of legacy systems.

Collaborate with colleagues as part of Project Teams for customer delivery, and as part of the Design Team for various deliverables.

Conduct client requirements gathering meetings in person and interact with customers via email and phone.

Guide customers through the design process and aesthetic decision making.

Successfully interpret client requirements and turn them into implementable graphic products.

Compose and deliver well thought-out wireframes and impressive design composites to customers.

Create and deliver superior custom Website Designs, Drupal Themes and Subthemes to client Developers and Programmers.

Employ industry and client -specific best practices.

Ability to solve HTML, CSS & Drupal UI issues that are submitted by customers through the Remedy ticketing system. 


SPECIFIC RESPONSIBILITIES


Develop and maintain complex sites on the client Drupal platform, focusing on high-fidelity custom theming (Twig, PHP) and site building (Layout Builder, Views, Paragraphs).

Lead client consultations regarding UX, information architecture, and design. Actively identify potential project roadblocks and propose technical or design-based workarounds to meet client goals within platform constraints.

Independently debug and resolve complex CSS, JavaScript, and cross-browser compatibility issues. Perform deep-dive graphic and code customizations for existing websites to improve performance or fix legacy bugs.

Implement and manage local development environments (e.g., Lando, DDEV) and multi-dev workflows; adopt CSS preprocessing and component-based design.

Develop comprehensive information architecture, including site maps, wireframes, and interactive prototypes.

Participate in rigorous code reviews and ensure all work adheres to development standards and federal governance processes.

Translate high-fidelity designs (from Figma, Photoshop, or Illustrator) into accessible, responsive, and performant Drupal themes using Twig, CSS/SASS, and JavaScript.

Work effectively and collaboratively with Development and Production colleagues on assigned customer projects.

Maintain resilient, solution-oriented relationships with customers and management, delivering high-quality service in a fast-paced, high-visibility environment. 


GENERAL QUALIFICATIONS

Strong web design and visual presentation abilities as demonstrated through a Portfolio of work.

Demonstrated ability to code and troubleshoot HTML and CSS without reliance on WYSIWYG editors.

Expertise in web graphic design tools such as Adobe Dreamweaver, Adobe Photoshop, Adobe Illustrator and Adobe XD.

Solid knowledge of web technologies, web development tools, social media integration and use.

Experience creating Drupal Themes a significant plus.

General knowledge and experience with web content management systems and project tracking software.

General knowledge and experience with version control systems such as Git Bash.

Flexible and Adaptable to new technologies, changing priorities and processes.

Ability to multitask, work as part of a development team, and work independently on projects without extensive supervision.

Excellent customer communication skills - written and verbal.

Ability to interact professionally with Congressional Staff. SPECIFIC QUALIFICATIONS

Bachelor’s degree in Computer Science, Graphic Design, Web Design, or a related field is highly desirable; in lieu of a bachelor’s degree, equivalent work experience will be strongly considered.

Ability to assess verbal and written requirements from customers and transform them into interactive designs and project artifacts.

Ability to design website themes on the Drupal 10 and Drupal 11 platform.

Excellent HTML/CSS skills; ability to plan and design responsive sites for multiple viewports.

Expert-level proficiency in modern Drupal site building, including Views, Layout Builder, and Paragraphs.

Solid knowledge of Figma, Photoshop, or Illustrator; skilled at converting layered design files into HTML/CSS or Drupal themes.

Proficiency in Vanilla Javascript (ES6+) and modern frameworks; ability to work without heavy reliance on jQuery.

Advanced Git proficiency, including branching strategies, merge request reviews, and resolving complex conflicts.

Deep understanding of WCAG 2.1/2.2 Level AA standards and Section 508 compliance.

Adept at multi-tasking in a fast-paced, high-profile environment.

Ability to evolve skill sets and quickly adopt innovative technologies.

Equally comfortable working on a project team as well as independently.

Organization and attention to detail; professional communication (written and verbal) abilities.



Notes:

The contractor personnel will be required to work 40 hours per week. The normal work hours are 8:30 am to 5:30 pm, Monday through Friday, with an hour for lunch. Minor adjustments to the normal schedule may be considered at the discretion of the client .
