Job Description


PROJECT DETAILS
The client creates and supports hundreds of websites for Members, Committees, and Leadership offices. Today, the preferred web platform for the client is Drupal, with most of the current websites utilizing this platform. Additionally, other legacy technologies are in use, with maintenance support also provided to those customers.
The client is seeking a Web Designer who will be responsible for designing, consulting, coding, implementing, and maintaining Member, Committee, Leadership, and client Support office websites and web applications. The incumbent collaborates with a team of front-end developers, back-end developers, and customer support staff to deliver web services to client customers. They will additionally work directly with staff in Member, Committee, and Leadership offices.
This position encompasses the skill sets of a Drupal Themer, Front End Designer, Graphic Designer, and User Experience expert. The incumbent possesses a solid understanding of web front-end development fundamentals, web design fundamentals, as well as significant real-world development and design experience. The incumbent has an excellent customer problem-solving and customer-interfacing skill set.

GENERAL RESPONSIBILITIES
Provide piece-meal graphic support for 500+ Congressional websites deployed on the client Drupal platform as well as a variety of legacy systems.
Collaborate with colleagues as part of Project Teams for customer delivery, and as part of the Design Team for various deliverables.
Conduct client requirements gathering meetings in person and interact with customers via email and phone.
Guide customers through the design process and aesthetic decision making.
Successfully interpret client requirements and turn them into implementable graphic products.
Compose and deliver well thought-out wireframes and impressive design composites to customers.
Create and deliver superior custom Website Designs, Drupal Themes and Subthemes to client Developers and Programmers.
Employ industry and client -specific best practices.
Ability to solve HTML, CSS & Drupal UI issues that are submitted by customers through the Remedy ticketing system.

SPECIFIC RESPONSIBILITIES
Develop scripts to do Continuous Integration and Development using Gitlab CI/CD 3.2 Develop and maintain websites on the client Drupal platform.
Conduct client consultations regarding UI/UX, information architecture, design, and layout.
Co-manage web projects with other site-builder colleagues. Compose project proposals and maintain all design artifacts.
Set up multi-dev workflow tools and processes; lead team toward SASS preprocessing.
Create content site maps and conceptual wireframes or mockups. Drupal features.
Generate appealing design composites for customers.
Convert design composites from Adobe Photoshop or Figma into custom Drupal themes and standards-compliant SASS and JavaScript.
Debug and troubleshoot SCSS and JavaScript for new and existing websites. Perform SASS and graphic customizations for existing websites.
Work effectively and collaboratively with Development and Production colleagues on assigned customer projects.
Follow development standards, governance processes, and best practices. Participate in code reviews and quality control processes.
Maintain professional relationships with customers, management, colleagues, and deliver high-quality customer service.

MINIMUM QUALIFICATIONS
Strong web design and visual presentation abilities as demonstrated through a Portfolio of work.
Demonstrated ability to code and troubleshoot HTML and CSS without reliance on WYSIWYG editors.
Expertise in web graphic design tools such as Adobe Dreamweaver, Adobe Photoshop, Adobe Illustrator and Adobe XD.
Solid knowledge of web technologies, web development tools, social media integration and use.
Experience creating Drupal Themes a significant plus.
General knowledge and experience with web content management systems and project tracking software.
General knowledge and experience with version control systems such as Git Bash.
Flexible and Adaptable to new technologies, changing priorities and processes.
Ability to multitask, work as part of a development team, and work independently on projects without extensive supervision.
Excellent customer communication skills - written and verbal.
Ability to interact professionally with Congressional Staff.

SPECIFIC QUALIFICATIONS
Bachelor’s degree in Computer Science, Graphic Design, Web Design, or a related field is highly desirable; in place of a bachelor’s degree, equivalent work experience will be strongly considered.
Ability to assess verbal and written requirements from customers and transform them into interactive designs and project artifacts.
Ability to design website themes on the Drupal 10/11 platform.
Excellent HTML/SCSS/SASS skills; ability to plan and design responsive sites for multiple viewports.
Experience with CMS/publishing platforms such as Drupal.
Solid knowledge of Photoshop or Illustrator; skilled at converting layered design files into HTML/SASS or Drupal themes.
Understanding effective front-end development techniques and tools, such as JavaScript, PHP, HTML5, and SASS.
Understanding of the version control system Git.
Understanding the basics of 508 compliance;
Adept at multi-tasking in a fast-paced, high-profile environment;
Ability to evolve skill sets and quickly adopt innovative technologies;
Equally comfortable working on a project team as well as independently;
Organization and attention to detail; professional communication (written and verbal) abilities.

Notes:
This is a fully remote position. However, the client reserves the right to require Contractor personnel to report on-site on an ad hoc basis, depending on the team’s needs and changes to the client’s operational environment.
The contractor personnel will be required to work 40 hours per week. Normal work hours are 8:30 am to 5:30 pm, Monday through Friday, with a one-hour lunch break. Minor adjustments to the normal schedule may be considered. Any work performed on nights or weekends, or overtime hours, must be approved in advance by the client’s designated technical point of contact.
