Description :

The Program Manager will work under the direction of an client supervisor to achieve the goals and objectives of the Statewide Law Enforcement Data Sharing Initiative.
Responsible for oversight and management the Law Enforcement Data Sharing program consisting of multiple systems and organizations across seven client regions and encompassing over 350 law enforcement and criminal justice agencies
Develops the program strategy, supporting business case and various enterprise-wide high-level project plans
Ensures integration of systems and projects and adjusts project scope, timing, and budgets as needed, based on the needs of the stakeholders
Communicates with IT leadership, business leadership and vendors to communicate program strategy, direction and changes
Responsible for delivering all projects contained in the project portfolio on time, within budget and meeting the strategic and business requirements
Responsible for tracking key project milestones and recommending adjustments
Partners with senior leadership of the business community to identify and prioritize opportunities for utilizing data sharing to achieve the goals of Florida’s Domestic Security Strategic Plan
Provides direction for and manages data sharing metadata planner positions via dotted-line reporting relationship
Provides dedicated support to the Law Enforcement Data Sharing Focus Group, which is part of the Domestic Security Coordinating Group that makes supports the Domestic Security Oversight Council
Continuously evaluates data available to the criminal justice community to recommend and oversee expansion of the initiative as new types of data become available
Ensure disparate systems are interconnected so law enforcement has the information they need to identify and act swiftly against terrorist activity and other threats; Integrate data sharing into the core process of threat assessments used to identify and manage threats of targeted violence;

Scope definition, validation, and control;
Schedule planning, definition, sequencing, estimating, development and controlling;
Cost planning, estimating, budgeting, and controlling;
Quality planning, management, and controlling;
Resource planning, estimating, acquisition, development, management and controlling;
Communications planning, management, and monitoring;
Risk planning, identification, qualitative & quantitative analysis, and response planning, implementation and monitoring;
Procurement planning, oversight, and controlling including conducting, evaluating, and negotiating procurements for contracts with expenditures in excess of $10 million annually per 287.057(16), FS;
Stakeholder identification, planning, management, and engagement;
Issue Management and tracking;
Manage and mentor project leaders and project management staff, both intra- and inter-agency;
Responsible for the management of one or more medium to large-sized, moderately to highly complex projects
Ensure effective communication among project stakeholders;
Monitor contractor performance;
Serve as a single point of contact for reporting project status;
Provide detail and summary reporting of project status including progress and outlook;
Make recommendations for executive action when required;
Ensure compliance with contractual agreements;
Coordinate activities with client Information Technology Services (ITS), Criminal Justice Information Services (CJIS), General Counsel’s Office, and other units and staff required to support the project;
Provide technical oversight and coordinate IT-related activities with the clients;
Provide assistance to client staff in the preparation of procurement documents, and contract negotiations;
Provide assistance to client staff in the preparation of documentation to support client grant applications, budget requests, and supporting documentation required by the Governor’s Office and Legislature;
Plan and facilitate meetings as required by client and DSOC;
Prepare and present information related to data sharing as required;
Conduct research, provide expertise and general support to the agency, DSOC and its components to sustain and expand statewide law enforcement datasharing. Provide post-production support to all participating agencies.
Monitor and report, in post-production environment, data currency statistics for all participating agencies.
Provide SME guidance for new and related data sharing initiatives impacting the post-production environment.

Deliverables:
Program Management documentation including system inventories, strategic documentation, white papers, contracts, MOUs, and all other deliverables required to oversee and manage the Law Enforcement Data Sharing Program and support the Law Enforcement Data Sharing Focus Group
Project Management Plan, describing how the project will be planned, executed, monitored, controlled and closed;
Project Schedule, including activity definition, activity sequencing, activity duration estimating, milestones, and resource allocations updated biweekly;
Risk Management Plan including a risk register identifying all risks with a qualitative and quantitative risk analysis and risk response plans updated biweekly;
Issue Register updated biweekly;
Deployment and Implementation Plan;
Test Plans including Defect Management Plan;
Communications and Communications Management Plan;
Action Items Register;
Status reports based on reporting schedule;
Monthly Grant Activity report, if applicable, and
Monthly Budget and Expenditures report, if applicable.
Research papers on existing systems and related technology;
Information on data fields and data mapping activities;
Summarization and/or white papers of research activities;
Presentations as required;
Documentation for Sole Source, Requests for Information (RFI), Requests for Proposal (RFP), Invitation to Bid (ITB), and Invitation to Negotiate (ITN) as required;
Post-production statistics and vendor SLA evaluations;

Notes:
Contractor staff is expected to work a forty (40) hour work week. The duty hours will be set by client. Work hours are from 8:00 am to 5:00 pm on a Monday through Friday standard schedule. Contractors are expected to take a minimum of thirty minutes (to a 60-minute maximum) lunch break on a daily basis.
